Water Protection Program Manager

Purpose:
 

Under minimal direction, this position is responsible for developing, managing, organizing, supervising, and administering core programs, projects, and activities related to multiple water protection programs with applicable building and plumbing codes, ordinances, and regulations. This position implements and enforces multiple water protection regulatory programs. These programs are politically sensitive and impactful to the environment and public health and are in accordance with authority delegated by EPA/TCEQ.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Ensures and negotiates compliance issues with Local, State and Federal regulations related to backflow protection and cross connection control.
  2. Conducts case file preparation, initiates, and participates in administrative, civil, and criminal enforcement proceedings and provides testimony in legal proceedings.
  3. Develops and implements policies, procedures, and methods that provide water protection equivalent to current requirements for Auxiliary/Alternative water sites, with minimal disruption to customers to facilitate Water Forward goals.
  4. Prepares and conducts technical training programs on National Standards and COA Ordinances for backflow protection/cross connection control to inspectors, contractors, engineers, and architects.
  5. Manages quality control program for backflow protection on Auxiliary Water Sites and Water Forward sites.
  6. Develops, implements, and maintains program goals, policies, and standard operating procedures in relation to backflow prevention, cross connection, auxiliary water, private fire hydrants, private water wells, and lake water protection.
  7. Develops, reviews, interprets, and rewrites local ordinances, codes, and regulations in accordance with Federal and State regulations as it pertains to water protection laws.
  8. Develops, manages, monitors, and evaluates the Water Protection program, resource budgets, and provides financial information.
  9. Coordinates and collaborates with various departments and divisions regarding water protection issues impacting the water distribution system.
  10. Interacts with, attends meetings, and conducts presentations to the Texas Commission on Environmental Quality and Texas State Board of Plumbing Examiners regarding water protection issues and regulations.

Minimum Qualifications:
 
  • Graduation with Bachelor's degree from an accredited college or university with major course work in a related field, plus five (5) years of program management experience, including two (2) years of experience which were in a supervisory/management position.
  • Experience may substitute for required education up to a maximum of four (4) years.
Licenses and Certifications Required:
 
  • Valid Texas Class C Driver License.
  • Uniform Plumbing Code or International Code Inspectors and/or Plan Review certification (or ability to obtain within one (1) year).
