Capital Improvements Officer

Purpose:
 

Under direction of the Chief Financial Officer, manages the Capital Planning Office. Plans, directs, and coordinates the development of the City’s Capital Improvement (CIP) Plan, major projects and/or major programs.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Directs, plans, and coordinates the activities of personnel involved in developing and monitoring the annual CIP plan and City bond elections.
  2. Plans, facilitates, directs and coordinates City and partner agency staff; assigns projects and programmatic areas of responsibility as required; meets with key staff to identify and resolve problems.
  3. Directs and manages the development and implementation of project/program goals, objective, policies and priorities for the City in coordination with the responsible City departments and/or partner agencies.
  4. Develops and implements integrated CIP planning processes to assure the approved CIP plan supports the City’s planning and economic development policies.
  5. Plans, reviews, conducts special studies in such areas as organizational mission changes, information flow, work production methods, operating procedures or cost analysis, to determine the most effective method of implementing capital projects and to implement such changes.
  6. Consults with City management to ensure that capital projects are planned and implemented in accordance with CIP planning guidelines and procedures.
  7. Testifies regarding the CIP Plan and City bond elections before examining and fund-granting authorities to clarify reports and gain support for capital needs.

  • Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

  • Knowledge of principles and methods of budget and long-range plan preparation, maintenance, and controls.
  • Knowledge of principles and methods of management analysis and research.
  • Skill in planning and managing the work of others.

  • Skill in handling multiple tasks and prioritizing.
  • Skill in using computers and related software applications.
  • Skill in preparing comprehensive reports and recommendations.
  • Skill in data analysis and problem solving.
  • Skill in establishing and maintaining effective communication and working relationships with City of Austin administrators, employees and the public.
  • Ability to develop strategic direction and program implementation collaboratively with various stakeholder/community groups
Minimum Qualifications:
 
  • Graduation with a Bachelor's degree from an accredited four year college or university with major coursework in Business or Public Administration with concentration in Finance, Accounting, or Economics, plus five (5) years of increasingly responsible financial management experience in budget analysis, management research in a large complex municipal or other governmental organization, two (2) years of which were in a managerial capacity.
