Purpose:
 

With general direction and working independently, organizes, develops, and manages all building plan review activities in the area of building plan review, coordinates with inspection personnel on special projects, and provides building code interpretations. Responsible for the management of commercial and residential plan review staff and oversight of residential zoning and residential and commercial building code requirements.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Directs the programs, projects, and activities of the division(s), including preparing and monitoring division budget, setting division policies, and planning priorities and goals in alignment with Department goals.
  2. Evaluates program operations for effectiveness and efficiency to include workforce utilization.
  3. Ensures compliance with Federal, State, and City codes, ordinances, and regulations.
  4. Enforces quality assurance and quality control initiatives. Provides review of and/or prepares technical reports. Conducts needs assessment studies.
  5. Serves as member of and/or coordinates with various boards, commissions, etc. Provides technical advice and assistance to citizens, City management, contractors, etc.
  6. Reviews then confirms or overturns customer appeals related to plan review decisions especially for complex code issues relating to residential zoning, building, mechanical, electrical, plumbing, and energy codes.
  7. Coordinates efforts of DSD plan review staff with those of Austin Public Health, Austin Fire Department, Austin Water Utility (including Industrial Waste), and DSD Building Inspections.
  8. Provides dispute resolution for staff relating to both inside and outside clients of commercial and residential plan review.
  9. Meet and consult with design professionals relating to the construction of new buildings in Austin, and interface with planners, engineers, architects, inspectors, and other departments.
  10. Research and resolve customer issues, questions from the City Manager’s Office, and questions from Council members.
  11. Directs staff and guides development of code amendment language for ordinances adopting related codes.
  12. Provides assistance and information in the issuance of certificates of occupancy.
Responsibilities - Supervisor and/or Leadership Exercised:
 
  • Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.
Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of fiscal planning and budget preparation.
  • Knowledge of supervisory and managerial techniques and principles.
  • Knowledge of building codes and related State and Local regulations with regard to mechanical, electrical, and plumbing codes as well as zoning regulations.
  • Knowledge of the terminology and techniques for one or more of the following professional disciplines: Architecture, Civil, Environmental, Structural, Zoning, Plumbing, Mechanical, and/or Electrical Services or Engineering.
  • Knowledge of architectural and engineering principles and practices.
  • Knowledge of construction practices.
  • Knowledge of national consensus code development processes and in the development of Local code adoption ordinances.
  • Knowledge of architectural drawing practices, symbols, and abbreviations.
  • Knowledge of various phases of the plans review and inspections processes.
  • Knowledge of leadership and management principles.
  • Skill in reading and interpreting complex architectural and engineering plans and specifications, including shop drawings.
  • Skill in the use of common computer software programs, including productivity software, computer aided design software, and data entry for databases.
  • Skill in performing complex analyses, such as interpreting code provisions in order to determine compliance with or deviation from applicable codes and the analysis of alternate methods of compliance or performance-based designs.
  • Skill in communicating code requirements orally and in writing to City plan review and inspections staff, architects, contractors, developers, and the general public.
  • Skill in establishing and maintaining good working relationships with other employees, customers, and the general public.
  • Skill in performing mathematical calculations.
  • Skill in data analysis and problem solving.
  • Skill in planning and organizing.
  • Ability to communicate with and provide direction to peers and assigned personnel.
  • Ability to maintain records.
Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Planning, Architecture, Engineering, Landscape Architecture, or other field related to design or construction, plus five (5) years of related technical or professional experience, including at least two (2) years of experience with lead or supervisory responsibilities.
  • One (1) additional year of relevant work experience may substitute for one (1) year of the required education with a maximum substitution of four (4) years.
  • Graduation with a Master’s degree from an accredited college or university may substitute for experience with a maximum substitution of two (2) years.
Licenses and Certifications Required:
 

Certification as both an ICC Building Plans Examiner and an ICC Residential Plans Examiner plus one additional certification below:

  • American Institute of Certified Planners (AICP) certification
  • Certification by ICC or NFPAA in a related field (zoning, mechanical, electrical, plumbing, fire)
  • Master Mechanical, Electrical or Plumbing State issued license.

Or Possession of one of the following:

  • State of Texas license as a registered professional engineer
  • State of Texas license as a registered architect
  • ICC Certified Building Official designation
