Division Manager, Housing

Purpose:
 

Under general direction and working independently, this position provides leadership on community development, housing development, and partnership initiatives and manages core programs, projects, and activities within a division of the Housing Department.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Provides leadership, strategic direction, and management for a division or unit within the Housing Department.
  2. Develops and monitors budgets and implements strategies to maintain the financial well-being of the division, department, and City.
  3. Develops and implements short- and long-range goals and objectives.
  4. Evaluates, develops, improves, and promotes the division’s business plan.
  5. Manages operations of the division with other City divisions, departments, or outside entities to ensure continuity of the services delivered by the division and department to the community.
  6. Ensures division objectives are met while managing changes to equipment, budget, and personnel to meet department needs.
  7. Evaluates operational efficiencies and cost effectiveness and develops and implements improvement strategies.
  8. Administers and develops program activities and provides technical expertise to division staff, other agencies, the community, and program participants.
  9. Conduct needs assessment and studies.
  10. Builds strategic alliance among community-based organizations (public, private and/or not-for-profit).
  11. Recommends, develops, or modifies program procedures, guidelines, standards, and policies to achieve program goals and objectives and determines changes that need to be made in program policies and procedures based on feedback from customers, officials, service providers, and community groups.
Responsibilities - Supervisor and/or Leadership Exercised:
 

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge in managing municipal projects and programs.
  • Knowledge of Federal, State and Local laws and ordinances.
  • Knowledge of city practices, policies, and procedures.
  • Knowledge of supervisory and managerial techniques and principles.
  • Knowledge and understanding of the concepts of equity, including experience in applying equity frameworks to established laws, ordinances, and long-standing practices.
  • Skill in executing results-oriented business plans, preparing budgets, and developing and implementing business processes.
  • Skill in developing and promoting program management best practices.
  • Skill in collaborating with others to accomplish goals across organizational divisions.
  • Skill in writing, reviewing, and interpreting technical documents and making public presentations.
  • Skill in handling conflict and uncertain situations
  • Skill in handling multiple tasks and prioritizing.
  • Skill in using computers and related software applications.
  • Skill in data analysis and problem solving.
  • Skill in oral and written communication.
  • Ability to work with frequent interruptions and changes in priorities.
  • Ability to exercise good judgment, tact, and diplomacy in all dealings and maintain confidentiality as required.
  • Ability to establish and maintaining good working relationships with other city employees and the public.
  • Ability to negotiate, making independent judgments.
  • Ability to resolve contractual or purchasing issues.

Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in related field plus five (5) years of related experience, including three (3) years of experience which were in a leadership or supervisory capacity.
  • Experience may substitute for education for up to four (4) years
Licenses and Certifications Required:
 

Valid Texas Class C Driver License.
