Purpose:
  Under general direction from the City Council, or working independently, provides support to the Mayor, City Manager, and the council. The City Clerk is responsible for keeping records of the council, and has other duties and responsibilities as may be assigned by the City Charter, the City Council, or state law.
Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
1.Provide staff support to the City Council; coordinate agenda items; attend meetings; record minutes of meetings; ensure meetings comply with mandated requirements; arrange for preparation and distribution of minutes as required; notify departments and citizens of City Council decisions; assist in planning City Council functions.
2.Liaison for City Council to citizens who request data from or appearance before City Council.
3.Assist the Mayor and the City Manager in day to day operations of the City as needed.
4.Direct and participate in research to gather facts and information for City Council decisions; prepare narratives and reports as required.
5.Attest to official actions of the Council.
6.Custodian of City Seal.
7.Serve as the election official for all city elections; directs the conduct of City Elections and Annexations to ensure all legal requirements are met.
8.Attend meetings of the Mayor and City Council as required.
9.Monitor publication of all official city notices to ensure compliance with applicable laws.
10.Manage and participate in the development and administration of the Mayor's Office budget, the City Council budget, the City Clerk's Office budget and the election budget.
11.Administer the records management program for the City.
12.Respond to and resolve difficult and sensitive citizen inquiries and complaints.
13.Stay abreast of current legislation regarding City Council, municipal elections or city records.
14.Work on the continuous improvement of city records and city election coordination program services.
15.Coordinate the City Clerk's office activities with those of other departments and outside agencies and organizations.
16.Provide staff support to a variety of boards and commissions; attend and participate in various professional group meetings.
Responsibilities - Supervisor and/or Leadership Exercised:
  Provide direction and evaluation to the City Clerk's Office Staff.
Train and oversee work of election staff during elections.
Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
Knowledge of the City Charter.
Knowledge of federal, state and city laws or ordinances, administrative rules and regulations governing records management, election administration, archives, administration, open meetings, and public access to information.
Knowledge of principles and practices of local government administration, budget preparation, and personnel management.
Knowledge of Parliamentary Law.
Knowledge of Roberts' Rules of Order and City Council rules and procedures.
Knowledge of the functions and organizations of Municipal Government.
Knowledge of past and present city policies and procedures; city protocol.
Minimum Qualifications:
  Graduation from an accredited college or university with a Bachelor's Degree in Business or Public Administration or related field plus eight (8) years of progressively responsible professional experience in municipal administration or related area.
Two (2) years of managerial or supervisory experience or an equivalent combination of training and experience preferred.
Licenses and Certifications Required:
  Certifications as a Certified Municipal Clerk meeting the requirements of the International Institute of Municipal Clerks or Texas Municipal Clerk Certification meeting the requirements under the Texas Municipal Clerks Association is preferred.
