Purpose:
 
Under direction of the Presiding Judge, instructs and manages court staff in the processing and retention of Municipal Court records, the processing of warrants, the collection of fees and fines and coordinating docket activities.
Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Direct clerical and administrative activities involving court records and legal document processing including receipt, input, and trial court scheduling.
  2. Develop proposed policies and procedures for the receipt and accounting of fine payments, issuance of warrants, scheduling of court functions.
  3. Sign correspondence and official documents as needed.
  4. Assist Presiding Judge with responses to the public, defendants, and attorneys to clarify rules, regulations, and court operation.
  5. Represent Municipal Court in meetings and hearings with City management and City Council members at the direction of the Presiding Judge.
  6. Assist in the preparation of annual budget and annual report and other reports.

  • Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal. 

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of Municipal Court functions, including case flow and work flow
  • Knowledge of how complaints are drafted and the role of prosecutors in the court.
  • Knowledge of management and organizational practices.
  • Knowledge of Federal, State, and local regulations affecting Municipal Court operations.
  • Knowledge of budgeting methods and systems.
  • Knowledge of personnel principles and practices.
  • Knowledge of computer systems and technology trends for municipal court operations.
  • Skill is the use of general software applications for business.
  • Skill in planning and scheduling operations.
  • Skill in hiring, educating and training employees.
  • Skill in assisting employees to foster independent judgement and critical thinking skills.
  • Skill in effective oral and written communication.
  • Skill in understanding and interpreting laws, court orders, vendor contracts
  • Skill in establishing and maintaining effective working relationships with employees, judges and vendors. 
  • Ability to work with diverse staff and citizens.
  • Ability to track and monitor legislative changes.
  • Ability to manage and recognize individual employee strengths.
  • Ability to be calm under pressure.
Minimum Qualifications:
 
  • Bachelor's degree in Business or Public Administration or related field plus five years of upper management experience in court operations managing a large staff and working and collaborating with judges. Experience as an attorney preferred.
