IT Enterprise Business System Analyst

Purpose:
 

IT Enterprise Business System Analysts (BSA) lead the analysis of information and building of a story that informs the business strategy for the City; and they work alongside cross-functional teams of engineers, business process consultants, and leadership who leverage technology and business processes to solve real-world problems experienced by our customers. This position advises on business process solutions and operations; and leads the research, authoring, and development of models to help with performance optimization, decision making, and abstractions and design.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Devises and recommends appropriate business and process solutions and serve as a change champion.
  2. Serves as a subject matter expert for analytical support to solve business problems, assess effectiveness and necessity, and use tools such process maps, diagrams, strategy maps, etc.
  3. Gathers business, technical and functional requirements and designs algorithms for optimization and automation.
  4. Provides support in implementation, user testing, and quality efforts.
  5. Maintains relationships with business partners and analyzes and reviews documented business requirements.
  6. Works with City IT project teams to communicate business priorities, translate business requirements into technical requirements and identify appropriate solutions.
  7. Facilitates regular requirement gathering and design sessions with the user community and communicates expectations to the appropriate team.
  8. Negotiates innovative business solutions that satisfy customer needs, are consistent with architectural guidelines, and conform to security standards.
  9. Assesses the impact of proposed solutions, facilitate deployments and minimize disruption to services.
  10. Documents user manuals to describe application installation and operating procedures.
  11. Coordinates project resources and ensures business projects are delivered on time and within budget.
  12. Provides consultative support on business-led technology initiatives.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of development, databases, and operating systems.Knowledge of system engineering, object-oriented design, information risk and security guidelines, and architecture standards.
  • Knowledge of various software development lifecycles (e.g., Agile, Waterfall, etc.), modeling techniques, such as unified modeling language, and various techniques to elicit business requirements.
  • Ability to rapidly acquire new information and new skills, and a desire to do so.
  • Ability to work in a dynamic, varied, and fast-paced environment and influence and question stakeholders and partners across teams.
  • Ability to adapt quickly to new technologies and changing business requirements and troubleshoot problems that may arise in work products.

  • Skill in analytics, close attention to detail and advanced skills supported by strong experience using MS Office applications: Excel, Word and PowerPoint, for presentation, organization and analysis.

Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university with major course work in a field related to the job, plus six (6) years of experience in a related field.
  • Experience may substitute for education for up to four (4) years.
  • Graduation with a Master's degree from an accredited college or university in a related field may substitute for two (2) years of experience.
