Community Liaison Supervisor

Purpose:
  The purpose of this position is to supervise the daily operations that provides Neighborhood Liaison assistance and community services to all the divisions of APD and to represent the department at community functions and provide community outreach for the department
Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Responsible for supervising the daily operations of the APD's Community Liaison division maintaining the division's goals, policies and procedures.
  2. Supervise the coordination of a variety of leadership, public safety, and social services, outreach or community development activities, including Self-Reliant Neighborhood activities for neighborhood improvement.
  3. Supervises a staff of 6 FTEs and 5 temps through the community programs in specialized areas-Asian Community; Chaplain Coordination;, Faith Based Community and Civil Defense liaison
  4. Develop and implement a variety of public safety and community services focus on neighborhood safety promotion, outreach and education efforts.
  5. Coordinate with existing organizations to address resident's economic and social service and community improvement needs.
  6. Conduct neighborhood need assessments and meet with neighborhood residents, leaders and community groups to identify needs and available resources.
  7. Collaborate with other organizations to plan and develop programs and activities or improve coordination of existing services.
  8. Manages the Blue Santa program for the department.
  9. Plans and executes special events and programs such as the annual community conference and the National Night Out Neighborhood program. 
  10. Act as City representative before community groups.
  11. Provides oversight to establish or re-vitalize neighborhood associations and Neighborhood Watch Blocks and to solicit community-wide involvement.
  12. Provides oversight to coordinate volunteer programs, train residents in neighborhood support activities including grant writing.
  13. Compile informational reports.

  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of local city, state, federal and private services providers and funding sources.
  • Knowledge of community organizing and neighborhood development techniques preferred.
  • Skill in planning, coordinating and implementing community programs and activities.
  • Skill in developing new initiatives and working with service providers to plan and coordinate services.
  • Skill in establishing and maintaining good working relationships with the public and making effective use of community resources.
  • Skill in working with community representatives to identify and address local needs.
  • Skill in effective oral and written communication.
  • Skill in interpreting, organizing, coordinating and executing assignments, projects and programs.
  • Skill in establishing priorities of tasks to maximize effectiveness.
  • Skill in conflict resolution and negotiation.
  • Skill in using computers and word processing.
  • Ability to work well with individuals from a variety of different backgrounds and experience, including community leaders, residents, service providers, local officials and elected representatives.
Minimum Qualifications:
 
  • Bachelor's degree in Social Work, Public Policy, Public Health, Planning,
  • Education, Recreation or related field plus four (4) years experience in outreach work or work on a neighborhood level involving a variety of community programs; one of those years in leader/supervisory capacity.
  • Masters degree may substitute for one year of the required work experience. 
  • Four years experience may substitute for the Bachelors degree requirement.
