Deputy Chief Learning Officer

Purpose:
 

Under nominal direction from the Chief Learning Officer under, this position is responsible for the general management of programs that facilitate the professional development and continuous learning of employees, executives, and emerging leaders.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Assist in the research, design and development of Citywide talent development programs, including managing external vendor partners who assist in delivering learning experiences, ensuring alignment with business goals.
  2. Work with City department executives to customize programs to City needs, including developing supervisor, manager, executive, and Citywide employee learning programs supporting the growth and advancement of employees.
  3. Assess Organizational Development (OD) needs Citywide and within Departments, developing strategic training, coaching, and culture-building initiatives, ensuring alignment with City objectives.
  4. Lead the design, development and implementation of programs, policies and strategies tailored to meet OD needs and program goals.
  5. Collaborate with performance management teams to align talent development initiatives with performance goals.
  6. Regularly assess and monitor the effectiveness of programs and measure the achievement of established goals.
  7. Assist with providing expert facilitation and coaching to supervisors and managers regarding OD methods and tools.
  8. Assist in the management of the individual development planning process for executives and emerging leaders.
  9. Assists with plan and lead short- and long-term planning for OD programs.
  10. May assist with preparing budgetary recommendations that meet departmental goals and provide effective management of resources.
Responsibilities - Supervisor and/or Leadership Exercised:
 

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

  • Knowledge of public administration, adult learning principles, and instructional systems design.

  • Skill in leading a distributed, cross-functional team.
  • Skill in oral and written communication.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in using computers and related software applications.
  • Skill in data analysis and problem-solving.
  • Skill in planning and organizing.
  • Ability to provide leadership within the Human Resources department and throughout City departments.
  • Ability to think strategically while maintaining an appreciation and understanding of past practices.
  • Ability to establish and maintain good communication with other City employees and the public.
  • Ability to work with frequent interruptions and changes in priorities.
Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Human Resources, Organizational Development, Organizational Behavior, Business, Education, or Adult Education, or in a field related to the job, plus four (4) years of experience in training and organizational development in a complex organization., including two (2) years of experience which were in a supervisory or managerial capacity.
  • Graduation with a Master’s degree from an accredited college or university may substitute for up to two (2) years of the required experience.
  • Experience may not substitute for the required Bachelor’s degree, but four additional years of the required experience may be substituted for discipline-specific coursework requirement.
