Capital Improvements Deputy Officer

Purpose:
 

Under direction of the Capital Improvements Officer, this position provides administrative, program, and supervisory support within the Mobility Services group. This position assists with large, multi-modal mobility capital improvement programs and major capital projects.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Assists in directing, planning, and coordinating the activities of personnel involved in planning, development, and implementation of major capital improvement programs and projects.
  2. Plans, facilitates, directs, and coordinates City and partner agency staff; assigns projects and programmatic areas of responsibility as required; meets with key staff to identify and resolve problems.
  3. Facilitates coordination on internal and external priorities to achieve strategic outcomes and develops and implements alignment activities across City initiatives with infrastructure improvements.
  4. Assists in monitoring and evaluating efficiency and effectiveness of service delivery methods and procedures; operationalizes accelerated delivery strategies, techniques, and processes for large capital programs.
  5. Plans, prepares, and sequences Capital Improvements. Develops and reviews design and criteria; project delivery; Capital Improvement Projects (CIP); and CIP tracking systems, project budgets, and expenditures with variance explanations.
  6. Assists in administering and overseeing contracts, partnering agreements, and other similar documents.
  7. Responds to and resolves sensitive inquiries and complaints from both internal and external sources.
  8. Assists in managing and participating in the development and administration of operational budgets including forecasting expenses and overseeing multiple funds.
  9. Assists in acting as official departmental representative to other City departments, City Manager’s Office, elected officials and outside agencies. Prepares business planning reports, memoranda, and correspondence on departmental policies and activities.

  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of principles and practices of public administration and innovative portfolio and program management functions.
  • Knowledge of principles and methods of budget and long-range plan preparation, maintenance, and controls.
  • Knowledge of principles and methods of management analysis and research, urban planning and transportation principles, processes, and regulations.
  • Knowledge of principles of negotiation.
  • Skill in directing the activities of a complex and diverse organization, and managing the work of others.
  • Skill in oral and written communications.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in using computers and related software applications.
  • Skill in preparing comprehensive reports and recommendations.
  • Skill in data analysis and problem solving.
  • Skill in establishing and maintaining effective communication and working relationships with City of Austin administrators, employees, elected officials, boards, commissions, and the public.
  • Ability to interpret, recommend, and propose new policy, as well as revisions to existing policy.
  • Ability to develop strategic direction and program implementation collaboratively with various stakeholder and community groups.
Minimum Qualifications:
 

Graduation with a Bachelor's degree from an accredited college or university with major coursework in Public Administration, Planning, Engineering, or a related field, plus five (5) years of increasingly responsible management experience in capital investments, program and project delivery, management research in a large complex municipal or other governmental organization, including two (2) years of experience which were in a managerial capacity.
