Economic & Business Development Liaison

Purpose:
  Coordination of various cultural and business projects, providing technical training and assistance; represent the City as, team leader, department liaison and ombudsman on various projects and contracts.
Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
1.Assist PARD Special Events Manager with coordinating special events in PARD venues
2.Assist and advise potential vendors and/or community arts organizations with/of established park rules and regulations for the production of special events
3.Develop, implement and evaluate plans, criteria, etc. for a variety of projects, programs and plans including those that support arts, culture, entertainment and economic development
4.Resolve conflict and problem solve
5.Develop collaborative projects with various Chambers of Commerce, Social Service organizations, etc.
6.Serve as liaison between City, emerging entrepreneurs, existing local small business organizations, underserved and culturally based non-profit and commercial arts, culture community groups, businesses, and other organizations to address art community needs
7.Assist w/ administration, development, compliance monitoring and special project support for the AARC, the Capacity Building Program and grant programs
8.Conduct and evaluate needs assessments to determine course of action, e.g. technical assistance, training, new program, etc.
9.Assist in monitoring grants to ensure compliance
10.Coordinates with City departments and organizations to initiate presentations, workshops, public education programs and individual technical assistance activities for emerging artists, arts and cultural organizations
11.Research funding sources, co-sponsorship opportunities, develop short and long range plans, and compile informational reports

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
Knowledge of arts and under served communities
Knowledge of civic governance including ordinance, rules and regulations
Knowledge of grants and grant funding
Knowledge of contracting and general contracting procedures
Skill in event planning
Skill in mediation
Skill in public speaking
Skill in training
Skill in fund raising and/or identification of funding sources
Minimum Qualifications:
  Bachelors degree in Arts Administration, other Arts, Public Administration, Business or other related field plus five years experience in arts and/or cultural development work involving community outreach and development programs, technical assistance and/or grant program management. A Masters degree may substitute for one (1) year of the required work experience
Licenses and Certifications Required:
  None.
