Purpose: |
|
Under direction of the Director of the Office of Homeland Security and Emergency Management ensures operational readiness and directs the Emergency Operations Center (EOC) before and during activation.
|
Duties, Functions and Responsibilities: |
|
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Functions as Director in his/her absence
- Assists in the development of short and long term planning goals and objectives for the department, including operations and services provided
- Assists with the development of the departments public information and community outreach programs
- Assists with the development of the departments operating budget, the financial forecast and business plan
- Develops, implements and monitors components of the Emergency Operations Plan, requirements and activity deadlines
- Coordinates post-emergency city-wide damage assessment and application for federal disaster assistance funds
- Identifies and coordinates planning groups, committees, volunteers, and public outreach efforts
- Assists in identifying issues and developing internal emergency plans and procedures
- Coordinates operational readiness of various communication systems and personnel training
- Maintains databases relating to emergency resources
- Interacts with representatives of the news media and conducts interviews
- Develops, implements and conducts training programs, seminars, disaster exercises and makes presentations

Responsibilities - Supervisor and/or Leadership Exercised: |

- Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

Knowledge, Skills, and Abilities: |

Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
- Skill in operations of various software
- Skill in handling extremely intense and chaotic emergency situations
- Skill in oral and written communication, including presentations
- Skill in planning, organizing, and monitoring personal and subordinate employee work assignments
- Skill in facilitating cooperative group decision making among diverse organizations and individuals serving on planning committees
- Ability to communicate effectively verbally, in writing, and in making presentations to large groups
- Ability to deal effectively and cooperatively with a wide range of local, state, and federal government officials, the news media, and private business people

Minimum Qualifications: |
|
- Graduation with a Bachelor’s degree from an accredited college or university with a Bachelor degree in Public Administration, Emergency Management or a field related to the job, Homeland Security/Emergency Management experience may substitute for education up to a maximum of four (4) years.
- Five (5) years of related Homeland Security/Emergency Management experience, two (2) years of which were in a supervisory capacity.
- Ability to pass and maintain a security background check.
- A Master degree in a field related to Homeland Security/Emergency Management may substitute for one (1) year of experience.

Licenses and Certifications Required: |
|
- Certified Emergency Manager (CEM) by the International Association of Emergency Managers, or the ability to acquire certification within one (1) year of employment.
- Valid Class "C" Texas Driver's License
