Purpose:
 

Under minimal direction, this position provides overarching systems and process approaches to enhance recruitment and employment initiatives for the City of Austin.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Establishes City-wide hiring processes and procedures that comply with Municipal Civil Service.
  2. Provides consultation and guidance for departments in creating, publishing, and managing the City’s online job posting system.
  3. Directs screening process for background investigation for applicants meeting certain criteria.
  4. Conducts executive recruitment by developing, managing, and evaluating executive recruiting strategies for Council- and City Manager-appointed positions and other key positions.
  5. Develops recruitment strategies in conjunction with Diversity and Equity staff including job posting optimization, recruitment, and marketing options to include job advertisements, digital and non-digital employment marketing, comprehensive recruitment campaign planning, talent planning, and vacancy monitoring.
  6. Provides employment assistance to the community and City employees managing the operation of employment satellite centers.
  7. Develops and trains City employees and other HR professionals on talent acquisition methods and strategies.
  8. Develops and manages contracts with consultants and temporary staffing agencies.
  9. Makes presentations to employees, managers, community groups, and Council subcommittees when developing and deploying recruiting strategies.
  10. Develops performance measures to monitor various Human Resources metrics and identifies resolutions to program initiatives. Develop systems to accommodate an online applicant tracking process by working with internal or external vendors.

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal. 

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of Federal, State, and Local laws relating to employment, as well as the personnel policies.
  • Knowledge of industry and best practices in talent acquisition.
  • Knowledge of supervisory and managerial techniques and principles.
  • Knowledge of the concepts of equity, including experience in applying equity frameworks to established laws, ordinances, and long-standing practices.
  • Skill in conducting research, identifying and analyzing trends, including root cause analysis.
  • Skill in leading organizational-wide change initiatives.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in advising department on creative approaches to recruit a skilled workforce.
  • Ability to provide leadership within the Human Resources Department and throughout City departments.
  • Ability to work in collaboration with internal and external entities to enhance talent acquisition initiatives.
  • Ability to present information in a clear and concise manner to various community groups and media.
  • Ability to communicate both orally and in writing.
  • Ability to design and evaluate various talent acquisition systems.
Minimum Qualifications:
 
  • Graduation with a Bachelor's degree from an accredited college or university in Business Administration, Human Resources, Marketing, or a related field, plus six (6) years of related experience, including two (2) years of experience which were in a lead, supervisory, or managerial capacity.
  • Experience may substitute for one (1) year of the required education up to a maximum of four (4) years.
  • Graduation with a Master’s degree from an accredited college or university in a related field may substitute for non-lead/supervisory experience up to a maximum of two (2) years.
