EMS Commander - Communications

Purpose:
  Under general direction of the EMS Division Chief - Communications, supervises and coordinates the daily operations and activities of personnel in support of the goals, objectives and leadership principles of EMS Department.
Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
1. Creates annual career growth/development plans for personnel 
2. Delivers a coordinated monthly communications/education message
3. Provide performance evaluation/feedback to Communications employees
4. Fulfills incident command system roles
5. Functions as the primary point of contact for all personnel-related matters for assigned employees
6. Conducts biannual employee performance assessments and provides employee feedback , based on City Success Strategy Performance Rating process
7. Recommends development, implementation, and evaluation of programs and activities to support departmental objectives, mission and values
8. Develops section and division goals, objectives, and resource requirements
9. Assists in the development and implementation of standard operating practice, policy, and procedure 
10. Complies with applicable local, state, federal regulations, safety, and environmental requirements
11. Prepares informational, technical, investigative, activity and incident related reports
12. Assists with budget preparation, presentation, monitors expenditures, and ensures that sections and divisions operate within budget
13. Participates in ongoing education in EMS operations, law, policy, and standards of care
14. Recognizes risk factors, alerts field staff and the Community Health Paramedic Program of the need for resource information and facilitates community health pathways for people in the community
15. Maintains a strong safety focus and follows safety standards and practices
16. Dispatches calls or triages patients by phone and provides pre-arrival instructions as defined by the Medical Director.
Responsibilities - Supervisor and/or Leadership Exercised:
  Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal
Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
Knowledge of current concepts, techniques, trends in emergency medical services and public safety communications
Knowledge of supervisory and managerial techniques and principles
Knowledge of incident command system (ICS) and nation incident management system (NIMS) practices and principles
Knowledge of improvement methods, techniques and tools 
Knowledge of basic pre-hospital emergency medical care and rescue
Skill in oral and written communications
Skill in handling multiple tasks and prioritizing
Skill in using computers and related software applications
Skill in data analysis and problem solving
Ability to work with frequent interruptions and changes in priorities
Ability to provide professional development and mentoring to assigned personnel
Ability to quickly recognize and analyze irregular events
Ability to make independent decisions concerning the safety of EMS employees and to act decisively when necessary to insure patient care, public safety and employee safety is not compromised
Ability to establish and maintain effective communication and working relationships with agencies, city employees, and the public
Ability to type 35 WPM with an 80% accuracy rate
Minimum Qualifications:
  Two (2) continuous years of service as an EMS Captain - Communications with the EMS Department
Licenses and Certifications Required:
 
Texas Department of State Health Services certification as an Emergency Medical Technician- Basic (EMT-B) or higher
National Academy of Emergency Dispatch (NAED) Emergency Medical Dispatch (EMD) Certification
Austin-Travis County Office of Medical Director Credentialed at the Emergency Medical Dispatch (EMD) level
American Heart Association CPR Certification
Texas Class C Drivers License
Physical Requirements:
 
Unimpaired mobility: Must be able to quickly relocate to a back-up Communications Center or Mobile Communications vehicle.  
Lifting: Lightweight lifting from varying heights, carrying materials weighing approximately twenty (20) pounds.
Fine Motor Skills: Must be able to quickly and accurately operate required computer and 911 phone equipment. 

Vision: Must have correctable vision acceptable for 911 communications computer and equipment operation, must have color acuity adequate for determination of incident flagging and alerts in the Computer Aided Dispatch Computer, 911 Phone System and other communications equipment.

Hearing: Must be able to hear and understand information provided by callers by phone and must be able to hear and understand radio traffic.
Speech: Must be able to speak and enunciate clearly and at a level audible to others by phone and radio, must be able to speak clearly in stressful situations, must be able to verbally communicate with patients, families and other emergency personnel by phone and radio.
