EMS Captain - Communications

Purpose:
  Under general direction of the EMS Commander - Communications, exercises independent judgment, in a leadership and first level supervision role in operations, training, quality improvement and administrative programs in the department.
Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
1. Participates in various program activities including selection processes, clinical and operational training, and documentation of employee performance
2. Coordinates various program activities including training, quality improvement, special events and strike team.
3. Observe students and employees and provide feedback in the application of clinical and operational techniques and performance
4. Develop, implement and deliver communications specific training programs in a variety of formats and venues (internal and external to the department), including multimedia presentations and scenario-based training.
5. Develop and implement individual training plans and monitor Communication Medic performance.
6. Maintains records and documentation as required by the department.
7. Recognize risk factors, alerts field staff and the Community Health Paramedic Program for the need for resource information and actively facilitate community health pathways for people in the community.
8. Maintain a strong safety focus and follow safety standards and practices.

  May provide leadership, work assignments, evaluation, training, coaching, and guidance to others.
Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
Knowledge of current concepts, techniques, trends in EMS 911 Communications
Knowledge of Medical Priority Dispatch of theory and principles 
Knowledge of theory and principles of leadership and supervision, adult education, and effective communications
Knowledge of EMD level Clinical Operating Guidelines
Knowledge of community health risk factors, resource information and notification pathways 
Knowledge of the operation of 911 phone, radio and computer aided  dispatch(CAD) equipment used in the primary and backup communications center
Knowledge of basic pre-hospital emergency medical care and rescue
Skill in using computers and related software applications
Skill in handling multiple tasks and prioritizing
Skill in establishing and maintaining effective working relationships with EMS employees and other members of the emergency medical services and hospital system
Ability to educate, provide guidance, mentor and coach employees 
Ability to exercise critical judgment in finding solutions to problems and resolving conflict
Ability to type 35 WPM with 80% accuracy
Minimum Qualifications:
  Two (2) years of continuous service as an EMS Medic II - Communications with the EMS Department.
Licenses and Certifications Required:
 
Texas Department of State Health Services certification as an Emergency Medical Technician- Basic (EMT-B) or higher.
National Academy of Emergency Dispatch (NAED) Emergency Medical Dispatch (EMD) Certification.
Austin-Travis County OMD Credentialed at the Emergency Medical Dispatch (EMD) level. 
American Heart Association CPR Certification.
Texas Class C Drivers License.
Physical Requirements:
 
Unimpaired mobility: Must be able to quickly relocate to a back-up Communications Center or Mobile Communications vehicle.  
Lifting: Lightweight lifting from varying heights, carrying materials weighing approximately twenty (20) pounds.
Fine Motor Skills: Must be able to quickly and accurately operate required computer and 911 phone equipment. 
 Vision: Must have correctable vision acceptable for 911 communications computer and equipment operation, must have color acuity adequate for determination of incident flagging and alerts in the Computer Aided Dispatch Computer, 911 Phone System and other communications equipment.

Hearing: Must be able to hear and understand information provided by callers by phone and must be able to hear and understand radio traffic.
Speech: Must be able to speak and enunciate clearly and at a level audible to others by phone and radio, must be able to speak clearly in stressful situations, must be able to verbally communicate with patients, families and other emergency personnel by phone and radio.
