Recruitment Coordinator

Purpose:
 

Under general supervision, responsible for recruiting personnel who meet the value and competency criteria consistent with City of Austin departments.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Identifies individuals who meet the optimal criteria for employment and attracts/recruits them for employment.
  2. Develops long-term communication plans and recruitment strategies to achieve optimal staffing levels.
  3. Establishes working relationships with department education programs, placement agencies, colleges, technical schools and other entities with the objective of increasing access to qualified applicants. 
  4. May serve as department representative at recruitment events, job fairs, etc.
  5. Writes advertisements for newspapers, professional journals, internet websites, and other media. Provide regular releases on various social media sites in order to promote recruiting efforts.
  6. Update, revise, and manage the recruiting units’ internet presence.
  7. Develop long-term marketing plans, and conduct market research to establish where needs are.
  8. Develop promotional/advertising media in various formats to include videos, pamphlets, fliers, and posters.
  9. Coordinates hiring processes and testing/evaluation sessions, and sets up and coordinates employment interviews.
  10. May recommend qualified applicants to recruiting and/or executive staff.
  11. Keeps informed of developments in such areas as wages and salaries, employee benefits, City of Austin personnel practices and departmental needs.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of current concepts, techniques, trends in recruiting and hiring, assessment of competencies, values, and personality characteristics.
  • Knowledge of the values and basic competencies that are indicative of qualified applicants.  Knowledge of equal employment opportunity (EEO) and affirmative action guidelines and laws, such as the Americans with Disabilities Act (ADA).
  • Knowledge of marketing, advertising, social media, and other technology platforms
  • Skill in communication and networking  
  • Skill in utilizing conventional computer software applications to include word processing, database, spread sheets, E-mail, presentations, as well as general skill in operating a computer.
  • Skill in assessing and identifying target areas/markets for recruiting.
  • Skill in writing advertisements, job descriptions, etc.
  • Skill as an interviewer.
  • Skill in written and oral communication
  • Skill in planning, organizing, and prioritizing multiple projects
  • Skill in data analysis and problem-solving
  • Ability to assess individuals who possess the values and competencies critical to quality performance.
  • Ability to present the City of Austin to prospective applicants in a positive, realistic, and attractive manner.
  • Ability to conduct testing sessions.
  • Ability to plan and organize hiring process activities.
  • Ability to establish and maintain effective working relationships with other City employees and the public.
Minimum Qualifications:
 
  • Education and/or Equivalent Experience:
  • Bachelor’s degree with emphasis in human resources, administration or other area pertinent to recruiting and hiring skills and two (2) years of experience in a hiring/recruiting capacity.
  • Experience may substitute for education up to four (4) years
Licenses and Certifications Required:
 

Valid Texas Class "C" Driver's License
