EMS Recruitment Program Manager

Purpose:
 

Under limited direction, this position leads the EMS recruiting program, supervises staff and oversees the marketing, sourcing, interviewing, and hiring processes for uniformed EMS employees. This position manages the full cycle of the recruiting process, ensuring that the team hires qualified employees and satisfies EMS’s current and future staffing needs.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Evaluates the effectiveness of current recruiting procedures and retention practices through a data-driven approach.
  2. Establishes team performance goals and metrics, timelines, and formal tracking processes to measure and manage progress.
  3. Communicates across key stakeholders such as HR, Executive Team, Operations, Public Information Office, Community Relations, and IT.
  4. Partners with key stakeholders to determine current and future staffing needs.
  5. Identifies the most effective methods and sustainable strategies for sourcing and attracting qualified candidates. Maintains a presence in the EMS/first responder community and marketplace.
  6. Leads a wide range of marketing activities including market research, developing audience segmentation, crafting a strategy, communications planning, and determining effectiveness (measurement and analysis).
  7. Leverages existing and new tools/channels to optimize use of applicant tracking systems, social media, and other technology.
  8. Evolves EMS’s brand to engage potential candidates and retain current employees. Develops core messaging, positioning, and value proposition materials.
  9. Guides partners in web design, graphic design, video production, print collateral, media buying, copywriting, photography, and other media.
  10. Demonstrates knowledge of HR processes (e.g., recruitment, onboarding, training, talent management etc.) and applicable laws.
Responsibilities - Supervisor and/or Leadership Exercised:
 

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal. 

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of HR and departmental processes, techniques, and methods related to staffing retention and acquisition.
  • Knowledge of principles and procedures for personnel recruitment.
  • Knowledge of practices, methods, and industry trends related to coaching, program administration, leadership, and employee development.
  • Knowledge of Federal, State, and Local laws and ordinances governing personnel, hiring, and employment practices.
  • Knowledge of City practices, policies, procedures, statutes, and ordinances.
  • Knowledge of supervisory and managerial techniques and principles.
  • Knowledge of fiscal planning and budget preparation.
  • Skill in active listening and interviewing.
  • Skill in oral and written communication.
  • Skill in using computers and related software applications, including applicant tracking systems and social media.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in handling conflict, uncertain situations, and problem solving.
  • Skill in data collection, analysis, and reporting.
  • Skill in planning and organizing.
  • Ability to maintain up-to-date knowledge/education as it relates to recruiting practices, City operations, and first emergency response.
  • Ability to understand key, cross-functional business issues to resolve issues and optimize results.
  • Ability to analyze talent needs and develop short- and long-range plans.
  • Ability to work with frequent interruptions and changes in priorities.
  • Ability to develop, deliver training, and coach others.
  • Ability to quickly recognize and analyze irregular events.
  • Ability to establish and maintain effective communication and working relationships with City employees, strategic partners, and the public.
Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university with major course work in a field related to job, plus five (5) years of related HR experience, including one (1) year of experience which was in a lead or supervisory capacity.
  • Experience may substitute for one (1) year of the required education up to a maximum of four (4) years substitution.
