Division Manager, Environmental Conservation

Purpose:
 

Under general direction and working independently, organize, develop, and manage the core environmental and/or conservation programs/projects/activities within the division of a department.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

1.Direct the programs/projects/activities of the division/section
2.Prepare and monitors division/section budget
3.Set division policy and ensure division is aligned with Department goals
4.Oversee/perform contract development, preparation, and monitoring
5.Perform economic forecasting and evaluation of division/section related programs
6.Prepares financial summaries/reports for management review
7.Develop/establish goals and priorities for departmental programs
8.Provide review of and/or prepare technical reports
9.Conduct needs assessment studies
10.Perform supervisory duties i.e., hiring, promoting, disciplinary actions, performance evaluations, etc.
11.Evaluate program operations for effectiveness and efficiency to include workforce utilization
12.Ensure compliance with federal, state, and city codes, ordinances and regulations
13.Enforce quality assurance/quality control initiatives
14.Serve as member of and/or coordinate with various boards, commissions, etc.
15.Provide technical advice and assistance to citizens, City Management, contractors, etc.
16.Perform short term, long term planning

Responsibilities - Supervisor and/or Leadership Exercised:
 

Hire employees
Recommend termination when necessary
Perform disciplinary actions when required
Administer Success Strategy Performance Reviews (SSPR's)
Conduct employee evaluations
Establish expectations and counsel employees on their performance
Train or arrange for training of employees as applicable
Utilize available methods of reward and recognition whenever possible
Monitor attendance, approve timesheets and requests for time off

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
Knowledge of supervisory and managerial techniques and principles.  
Knowledge of applicable processes, techniques, and methods.
Knowledge of city practice, policy, and procedures.
Knowledge of supervisory and managerial techniques and principles.
Knowledge of fiscal planning and budget preparation. 
Skill in handling conflict and uncertain situations.
Skill in handling multiple tasks and prioritizing.
Skill in using computers and related software applications.
Skill in data analysis and problem solving.
Ability to establish and maintain effective communication and working relationships with city employees and the public.
Ability to work with frequent interruptions and changes in priorities.
Ability to train others. 
Minimum Qualifications:
 

Bachelors degree in Environmental Science, Life Science, Biology, Chemistry, Engineering, Landscape Architecture, Public Administration, Business Administration, Planning or related field, plus five (5) years of related supervisory/management experience.
