Purpose: |

This position is responsible for providing leadership and direction for Austin Bergstrom International Airport (ABIA) operation and economic development activities. |
Duties, Functions and Responsibilities: |
|
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Directs management of all airport functions to ensure compliance with regulations, to maintain reliable infrastructure, and to meet passenger and business partner’s needs.
- Is responsible for strategic development of ABIA’s policies, procedures, and programs.
- Builds and maintains strong collaborative relationships with, and represents the department to, external stakeholders such as airline executives; concessionaires; transportation operators; business leaders; and Federal, State, and Local regulatory agencies.
- Plans, negotiates, organizes, directs, and controls all activities related to the airport and services provided.
- Analyzes business needs and develops short- and long-range strategies, goals, and action plans to meet those needs.
- Represents the department’s interests at the State and national levels on policy, airport, and environmental issues to governmental and regulatory agencies, boards, City Council, and commissions.
- Develops and monitors operations, maintenance, and capital improvement program budgets.
- Aligns, engages, and manages the performance of an airport leadership team to deliver results in accordance with business, master, and strategic plans.
- Oversees the airport expansion program to meet the Central Texas region’s growth.
- Participates as a member of the City Manager’s Executive Team.

Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
- Knowledge of Local, State, and Federal laws, regulations, and ordinances affecting the airport.
- Knowledge of strategic business planning, organizational change strategies, and performance measurement to achieve business excellence.
- Knowledge of modern management principles and practices and the design and development of airport facilities.
- Knowledge of rules and regulations pertaining to airport operations and lease agreement uses and negotiating techniques.
- Skill in developing flexible and adaptable strategies to achieve organizational goals by understanding the organizational capabilities and airline market conditions, the regulatory environment, and technological advancements.
- Skill in managing and allocating financial and human resources to execute operational and business plans.
- Skill in leading and managing a diverse workforce including department employees and contractors in an airport environment.
- Skill in establishing and maintaining effective working relationships with other City employees, City Council, the media, and the general public.
- Ability in designing, developing, and implementing short- and long-range plans that are scalable and efficient in a large and complex organization to meet the needs of the City.
- Ability to develop strategic direction and program implementation collaboratively with various stakeholder/community groups.
- Ability to address customer evolving expectations.
- Ability to develop, implement, and administer goals, objectives, and procedures for providing effective and efficient services for the department and City of Austin.
- Ability to work with and coordinate between multiple City departments and internal business units to meet goals and objectives.
- Ability to make decisions and develop innovative approaches to deal with frequent changes, unexpected events, conflicts, and uncertain situations.

Minimum Qualifications: |
|
- Graduation with a Bachelor's degree from an accredited college or university in Public or Business Administration, Aviation Management, Finance, Engineering, or a related field, plus ten (10) years of senior-level experience at airports, airlines, or comparable organizations, including eight (8) years of experience which were in a managerial or executive capacity.
- Graduation with a Master's degree from an accredited college or university may substitute for up to two (2) years of the required non-managerial experience.
