Purpose: |

Under the direction of the Assistant City Manager, this position is responsible for developing, directing, coordinating, and maintaining enterprise-level smart mobility solutions for all departments to ensure the continuity of the City of Austin’s core business and operational services. |
Duties, Functions and Responsibilities: |
|
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Develops and implements short- and long-range enterprise-level smart mobility strategies, solutions, objectives, policies, and priorities; determines demand, service, and staffing levels; and allocates resources accordingly.
- Is responsible for developing, implementing, and maintaining the City-wide vehicle and equipment telematics system.
- Is responsible for planning, development, construction, and maintenance of the City’s fuel infrastructure.
- Plans, manages, and develops the department budget; estimates funds needed for staffing, equipment, materials, and supplies; directs the monitoring and approval of expenditures; and directs the preparation and implementation of budgetary adjustments as necessary.
- Oversees development of City-wide vehicle and equipment acquisition budget.
- Acts as official departmental representative to other City departments, City Manager’s Office, elected officials, and outside agencies; explains, justifies, and defends department programs, policies, and activities; responds to and resolves sensitive inquiries and complaints from both internal and external sources.
- Coordinates activities with other City departments and outside agencies; provides complex administrative support to the City Manager’s Office.
- Develops and negotiates contracts between the City and external entities.

Knowledge, Skills, and Abilities: |
|
Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
- Knowledge of automotive repair technology, environmental and sustainable fleet solutions, fuel infrastructure management, and large fleet multi-facilities oversight.
- Knowledge of fiscal planning and budget preparation.
- Knowledge of the principles and practices of public administration.
- Knowledge of supervisory and managerial techniques and principles.
- Knowledge of the concepts of equity, including experience in applying equity frameworks to established laws, ordinances, and long-standing practices.
- Skill in maintaining effective working relationships with the City Manager’s office, City Council, City department executives, media, City employees, and the general public.
- Skill in oral and written communications.
- Skill in handling multiple tasks and prioritizing.
- Skill in using computers and related software applications.
- Skill in data analysis and problem solving.
- Ability to interpret, recommend, and propose revisions to State statutes and City ordinances.
- Ability to communicate complex, technical issues in non-technical terms to the general public.
- Ability to maintain effective communication and working relationships with Boards and Commissions, City employees, and the public.
- Ability to use an equity lens and framework to create inclusive, diverse, and safe workplaces and community programs.
- Ability to manage diversity, understand inclusion, and work with diverse communities or populations to build constructive and effective relationships.

Minimum Qualifications: |
|
- Graduation with a Bachelor's degree from an accredited college or university in Public or Business Administration or a closely related field, plus six (6) years of progressive managerial experience in large-scale fleet administration, mobility management, or related field.
- Graduation with a Master's degree from an accredited college or university may substitute for non-supervisory/management experience up to a maximum of two (2) years.
