Golf & Tennis Operations Manager

Purpose:
  Plan and manage the golf and tennis programs and multiple concessions contracts to insure high quality service to the public and appropriate revenue for the City of Austin.
Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
1.Direct the management of the Citys golf and tennis programs.
2.For all golf courses and tennis facilities, ensure appropriate grounds and facility maintenance, construction, renovation, flood control, pesticide application compliance, and safety for employees and the public.
3.Assure maximum accessibility for the public to the operations of golf and tennis facilities.
4.Direct and develop marketing strategies to ensure optimal utilization of all golf and tennis facilities as well as maximum revenue.
5.Represent the City of Austin on golf and tennis related matters with various private and public interest groups and organizations.
6.Oversee the effective and accountable operation of all retail sales operations, including those directly operated by the City as well as those operated by contractors.
7.Develop long range strategic and financial plans for current and proposed golf courses and tennis facilities.
8.Continuously monitor and evaluate the quality, responsiveness, efficiency, and effectiveness of the golf and tennis programs as well as service delivery methods and procedures to identify opportunities for improvement.
9.Develop and recommend budgets for revenue and operating expenses.
10.Monitor approved budgets for revenue and operating expenses.
11.Oversee the financial activities and business operations of the golf and tennis programs including maximizing revenue audit procedures to assure the integrity of all monetary transactions, and the effective use of assigned funds to maintain and improve the programs and facilities.
12.Negotiate and manage contractual agreements with outside service providers.
Responsibilities - Supervisor and/or Leadership Exercised:
  At manager level, supervision of programs and/or employees is required as follows:
Manage two (2) major programs; Or
One (1) major program and one (1) supervisor; Or
Manage two (2) or more supervisors
Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
Knowledge of supervisory and managerial techniques and principles.  
Knowledge of applicable processes, techniques, and methods.
Knowledge of city practice, policy, and procedures.
Knowledge of fiscal planning and budget preparation. 
Skill in directing the activities of a large and complex organization. 
Skill in analyzing problems related to service delivery. 
Skill in handling conflict and uncertain situations.
Skill in handling multiple tasks and prioritizing.
Skill in using computers and related software applications.
Skill in data analysis and problem solving.
Skill in conducting presentations on behalf of a public entity. 
Skill in projecting needs for equipment and personnel and formulating operating budgets. 
Ability to establish and maintain effective communication and working relationships with city employees and the public.
Ability to work with frequent interruptions and changes in priorities.
Ability to train others. 

Minimum Qualifications:
  Bachelors degree in Recreation, Physical Education, Parks Administration, or related field, plus seven (7) years of related experience, of which at least three (3) years was directly related to the supervision of golf and tennis facilities and programs.
One (1) year of additional experience may substitute for one (1) year of college, up to a maximum of four (4) years substitution.
Licenses and Certifications Required:
  None.
