Housing Services Coordinator

Purpose:
 

Administers affordable housing programs providing financial resource, housing counseling, education and guidance to citizens.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
1.  Develops, implements and coordinates low income housing and financial 
     programs 
2.  Leads and coordinates home ownership education,, outreach, marketing, 
     and training 
4.  Provides technical in-house or group assistance in the application process
5.  Underwrites citizen’s applications including reviewing and assessing  
     supporting documentation.
6.  Funds and closes citizen’s transactions 
7.  Researches and provides analysis of lien legal documents, title 
     commitments, property tax and referral services 
     documents, insurance documents 
8.  Reconciles HUD-1 settlement statements with first and subordinate lien 
     calculations. 
9.  Acts as a liaison between citizens, organizations and professionals  
10.Interprets and ensures compliance with federal, state, local and 
     departmental program regulations, policies and procedures.
12.Assists in the creation, development, implementation and modifications of 
     legal documents, program guidelines, policies and procedures.
13.Creates, analyzes and submits reports 
14.Provides public presentations

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
Knowledge of City, State and Federal housing and community development programs 
Knowledge of budgeting, invoicing and proposal writing
Knowledge of client data management systems and other performance tracking tools
Knowledge of neighborhood planning principles and code requirements.
Knowledge of principles, practices and regulations for mortgage finance and consumer lending underwriting.
Knowledge of contract administration and contract compliance
Knowledge of records management systems 
Knowledge of real estate principals and housing development processes.
Knowledge of marketing, outreach and community relations principles. 
Skill in event organization and presentation fro and to public officials, community and business
Skill in outreach to diverse communities including underserved communities
Skill in evaluating contracts, grants, loan applications and associated documents.
Skill in effective oral and/or written communication.
Skill in analyzing and interpreting financial and real estate records
Skill in writing, editing and developing program guidelines 
Ability to demonstrate excellent customer service
Ability to perform in a production-driven environment 
Ability to establish and maintain good working relationships with other city employees and the public.
Ability to exercise good judgment, tact and diplomacy in all pubic dealings
Ability to teach and train diverse audiences
Minimum Qualifications:
 
Graduation with a Bachelor’s degree from an accredited college or university with major course work  in a field related to the job, plus two (2) years of related experience
 
Experience may substitute for education up to four (4) years
 
Education may substitute for experience up to two (2) years. 
 
Licenses and Certifications Required:
 
1. Must be able to obtain certification in pre-homeownership education training within the first year from date of hire
 
2. Must be able to obtain Homeownership Counseling Certification within the first year from date of hire
