Pretreatment Compliance Program Manager

Purpose:
  Plan and direct pretreatment, surcharge, pollution prevention and enforcement program strategies to ensure compliance with Federal, State, and local regulations. Develop and implement program policies, procedures, and systems to maintain and enhance the organization's adherence and responsiveness to pretreatment, surcharge, pollution prevention, and enforcement issues.
Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
1. Negotiate regulatory compliance issues with state and federal environmental agencies.
2. Manage and review programs/projects.
3. Administer programs.
4. Market programs.
5. Develop, monitor, and evaluate program and resource budgets.
6. Develop training for internal and external customers.
7. Develop and maintain program policies and standard operating procedures.
8. Develop, review, interpret, and rewrite ordinances, codes, and regulations.
9. Perform public relations functions.
10. Participate in short and long range planning activities.
11. Develop and manage quality control initiatives.
12. Develop and conduct audits.
13. Assist with evaluating bid proposals
Responsibilities - Supervisor and/or Leadership Exercised:
  Supervisory and/or Leadership Functions.
Perform supervisory duties i.e., hiring, promoting, disciplinary actions, performance evaluations, etc.
Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
Knowledge of supervisory and managerial techniques and principles.  
Knowledge of applicable processes, techniques, and methods.
Knowledge of city practice, policy, and procedures.
Knowledge of supervisory and managerial techniques and principles.
Skill in handling conflict and uncertain situations.
Skill in handling multiple tasks and prioritizing.
Skill in using computers and related software applications.
Skill in data analysis and problem solving.
Ability to establish and maintain effective communication and working relationships with city employees and the public.
Ability to work with frequent interruptions and changes in priorities.
Ability to train others. 
Minimum Qualifications:
  Bachelor's degree in a Natural, Environmental or Physical Science, or related field, plus five (5) years experience related program management including two (2) years of which were in a supervisory/management position.
Licenses and Certifications Required:
  Current Texas Class "C" Driver's License
