Chief Emergency Plans Officer

Purpose:
 

Under minimal direction, this position coordinates the development and implementation of components of the Austin Emergency Operations Plan; assists in developing and implementing new technical systems and acquisition of Emergency Management Accreditation Program (EMAP); and assists in the maintaining the operational readiness and direction during an Emergency.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Supervises the Citizen Emergency Response Team (CERT), coordinates and oversees the department's volunteer and public outreach efforts.
  2. Obtains, maintains and ensures compliance for Emergency Management Accreditation Program (EMAP) for the City of Austin.
  3. Provides support and maintains operation technical support guidance and ensures operational readiness, including development of multiple location communication.
  4. Provides financial and administrative management to the department on an on-going basis during emergencies.
  5. Assists with the development of the OEM Operating Budget, the Financial Forecast and Business Plan. Sets up and monitors special revenue funds, monitors grant availability, secures and manages grant funds and programs.
  6. Leads, coordinates, and facilitates the City's emergency response and recovery efforts from the Emergency Operations Center.
  7. Acts as the single point of contact for federal and state counter-terrorism funding and equipment purchasing for public safety department.
  8. Coordinates various emergency preparedness and hazard mitigation projects and workshops for the community. Provides departmental and public education training programs and disaster exercises and presentations on emergency management topics to community groups and organizations.
  9. Reviews and modifies planning issues, coordinates planning groups and committees, prepares plan drafts, distributing final plan products. Assists agencies in developing internal emergency standard operating procedures and action plans.
  10. Assists in coordinating disaster exercises including identifying exercise scenario and objectives, coordinates exercise planning groups, and monitors and evaluates exercises.
  11. Attends various meetings with government and private sector agencies and officials throughout Austin and Travis County.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of the operation of Local, State and Federal governments in general and public safety.
  • Knowledge of the Incident Command System regarding emergency response planning.
  • Knowledge of the acquisition and maintenance of accreditation program.
  • Knowledge of researching and analyzing emergency management related issues.
  • Knowledge of various technology programs to provide multiple site communications.
  • Skill in operation of various software.
  • Skill in handling extremely intense and chaotic emergency situations.
  • Skill in oral and written communication, including presentations.
  • Skill in planning, organizing, and monitoring personal and subordinate employee work assignments.
  • Skill in facilitating cooperative group decision making among diverse organizations and individuals serving on planning committees.
  • Ability to deal effectively and cooperatively with a wide range of local, state, and federal government officials, the news media, and private business people.
  • Ability to operate a variety of communications and audio-video systems maintained in the Emergency Operations Center.
Minimum Qualifications:
 
  • Graduation with a Bachelor's degree from an accredited college or university in Liberal Arts, Public Administration, Business Management, or equivalent military curriculum, plus four (4) years of experience in the public safety field, which may include emergency management, fire service, law enforcement, or emergency medical services, military service, industrial safety, business disaster recovery, or related field.
  • Graduation with a Master's degree from an accredited college or university in a government, management, or scientific field may substitute for two (2) years of the required experience up to a maximum of two (2) years.
  • Experience may substitute for education up a maximum of two (2) years.
Licenses and Certifications Required:
 
  • Valid Class C Texas Driver License.
  • Certified Emergency Manager by the International Association of Emergency Managers or ability to acquire certification within two years of employment.
