Public Information & Marketing Corporate Manager

Purpose:
  Plan and direct public information, marketing, public relations, media relations or public involvement programs and develop, maintain and improve marketing initiatives in support of the City Manager's office and/or City initiatives. Coordinate a wide variety of personnel and programs to accomplish overall City objectives. Act as liaison for public information issues with senior City management, Mayor & Council. Coordinate inter-departmental issues.
Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Develop corporate communications plans/strategies.
  2. Policy development and implementation.
  3. Review legislation and recommend changes
  4. Develop program budget and guidelines.
  5. Develop and coordinate programs/projects.
  6. Develop long-range business plans.
  7. Develop marketing plans.
  8. Conduct market research.
  9. Develop and implement procedures, policies and guidelines.
  10. Design, write and edit publications for internal or external use.
  11. Act as official spokesperson for program or division (including crisis situations).
  12. Serve as liaison for department with various agencies ( other city departments, city council, and other city government officials, private businesses, outside vendors, etc.).
  13. Serve as liaison to the general public, community leaders, and community groups.
  14. Serve as point of contact for city departments.
  15. Write and follow-up on news releases.
  16. Conduct public education programs and presentations.
  17. Participate in bidding processes/negotiate contracts.
  18. Provide staff training, guidance and technical assistance.
Responsibilities - Supervisor and/or Leadership Exercised:
 
  • Responsible for hiring, promoting, disciplinary actions, performance evaluations, etc.
  • Manages two major programs or one major program and one supervisor; or manages two supervisors.
Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
Minimum Qualifications:
 
  • Bachelor's degree in Journalism, Marketing, Advertising, or related field plus six years of work experience, two of which were in a supervisory capacity.
  • One year of relevant work experience may substitute for one year of the required education up to four years.
  • A Master's degree may substitute for two years of the required non-supervisory experience.
