Parks Construction Manager

Purpose:
 

Under limited supervision, this position directs the activities of the Facility Construction Group personnel responsible for performing construction activities for the Parks and Recreation Department (PARD) Capital Improvement Program (CIP) and manages project delivery.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Plans, organizes, and directs the work of crews responsible for coordinating construction activities and inspecting PARD CIP projects to ensure quality and compliance with codes, construction documents, technical specifications, and safety requirements.
  2. Establishes and reviews goals, priorities, policies, protocols, and procedures promoting safety regulations and code compliance; and oversees implementation.
  3. Monitors and evaluates the quality, consistency, and efficiency of construction activities, including work performed by contractors, and the completion of appropriate documentation of job site activities to ensure effective construction and inspection services.
  4. Prepares, reviews, validates, and approves reports documenting job progress, delays, issues, or incidents to protect the department’s and City's interests.
  5. Oversees the review of construction documents, submittals, and technical specifications; and leads pre-construction meetings. Prepares, reviews, and monitors schedule and budget for CIP construction projects.
  6. Authorizes contractors to begin work on projects and approves contractor requests for progress payments.
  7. Verifies quality in the constructed projects by ensuring material testing is completed, results are appropriately documented, and materials meet or exceed required standards.
  8. Verifies compliance with ADA requirements, by ensuring construction projects are reviewed and inspected by a Registered Accessibility Specialist and maintains all related documentation.
  9. Consults with project managers, landscape architects, and engineers to resolve technical issues, evaluates proposed changes to construction documents, and verifies documentation and justification to avoid unnecessary expenditures.
  10. Reviews and approves project records to ensure closeout process is complete, all required documents are included in the record, and final payment to contractors are approved.
  11. Resolves and responds to escalated inquiries or complaints and facilitates communication with project managers.
  12. Prepares written and oral reports for City Management, City Council, and the public.

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of applicable Federal, State, and Local laws, ordinances, codes, permits, and best practices that govern capital construction.
  • Knowledge of contracts, including contract development and monitoring, language, terms, and conditions.
  • Knowledge of proper safety practices, procedures, and regulations applicable to work being performed.
  • Knowledge of horizontal and vertical construction methods, practices, and materials.
  • Knowledge of park management and horticulture practices.
  • Skill in making accurate measurements and computing quantities of materials used in construction.
  • Skill in oral and written communication.
  • Skill in directing, assigning, and prioritizing the work.
  • Skill in establishing employee relations, as well as recognizing and rewarding performance.
  • Skill in handling and prioritizing multiple tasks.
  • Skill in resolving problems or situations requiring the exercise of good judgment.
  • Skill in using computers and construction management related software.
  • Ability to train others.
  • Ability to read and interpret plans, maps, and specifications; and to recognize deviations from plans in construction items.
Minimum Qualifications:
 
  • Graduation with a Bachelor of Science degree from an accredited college or university in Engineering, Architecture, Landscape Architecture, or a construction science field, plus six (6) years of experience in construction, including two (2) years of experience which were in a lead or supervisory capacity.
  • Experience may substitute for education up to four (4) years.
Licenses and Certifications Required:
 

Valid Texas Class C Driver License.
