Parks Construction Supervisor

Purpose:
 

Under general supervision, this position supervises multiple crews responsible for performing construction activities for the Parks and Recreation Department (PARD) Capital Improvement Program (CIP) in parks and facilities.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Leads teams responsible for coordinating a wide range of construction activities for PARD CIP projects; monitors and evaluates the quality, consistency, and efficiency of construction activities performed by PARD facilities construction crews; and completes appropriate documentation of job site activities to ensure effective construction.
  2. Oversees all work performed by PARD facilities construction team during construction of CIP projects.
  3. Schedules jobsite operations, and inspects the work in progress for safety, accuracy, appearance, quality, progress, and compliance with all applicable codes, construction documents, technical specifications, and safety requirements. Executes materials take-off and procures in a timely manner to ensure project continuity and minimize delays.
  4. Assists in the review of construction documents, submittals, and technical specifications; and coordinates pre-construction meetings. Ensures documentation is distributed appropriately.
  5. Assists in the development and implementation of goals, priorities, policies, protocols, and procedures promoting safety regulations and code compliance.
  6. Verifies that contractor requests for progress payments accurately reflect material quantity records and are correctly calculated to ensure accurate payment to contractors.
  7. Coordinates and monitors materials and testing; evaluates test data; and determines compliance with approved plans, specifications, and construction details to verify materials meet or exceed required standards.
  8. Identifies field issues and coordinates with the design team to provide technical guidance, interpretation, and recommendations to resolve field issues in accordance with design intent, specifications, and City codes and ordinances, and avoid substantial cost impact to the project.
  9. Coordinates closeout process to ensure work is completed in compliance with approved specifications, codes and contract terms, and prepares project records for archive.
  10. Ensures vehicles, equipment and material are maintained and repaired as needed.
  11. Assists in preparing reports for PARD Management, City Management, City Council, and the public. Responds to routine inquiries from the general public and stakeholders.

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of applicable Federal, State, and Local laws, ordinances, codes, permits, and best practices that govern capital construction.
  • Knowledge of contracts, including contract development and monitoring, language, terms, and conditions.
  • Knowledge of proper safety practices, procedures, and regulations applicable to work being performed.
  • Knowledge of park management and horticulture practices.
  • Knowledge of equipment and vehicles used in construction.
  • Skill in making accurate measurements and computing quantities of materials used in construction.
  • Skill in determining quality of materials, workmanship, and construction methods.
  • Skill in oral and written communication.
  • Skill in directing, assigning, and prioritizing the work.
  • Skill in establishing employee relations.
  • Skill in resolving problems or situations requiring the exercise of good judgment.
  • Skill in using computers and construction management related software.
  • Ability to train others.
  • Ability to read and interpret plans, maps, and specifications; and to recognize deviations from plans in construction items.
  • Ability to climb up and down, and walk on rough terrain with varying environmental conditions.
Minimum Qualifications:
 
  • Graduation with an Associate of Science degree from an accredited college or university in Engineering, Architecture, Landscape Architecture, or a construction science field, plus three (3) years of experience related to construction, including two (2) years of experience which were in a lead or supervisory capacity.
  • Related experience may substitute for education up to two (2) years.
Licenses and Certifications Required:
 

Valid Texas Class C Driver License.
