Police Commander

Purpose:
 

Under general direction, responsible for planning, supervising and coordinating the activities and operations of a police division.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

1. Reviews and evaluates police reports. 
2. Receives complaints or reports of emergencies and determine appropriate actions. 
3. Serves on boards, commissions, teams and associations. 
4. Coordinates division activities with other law enforcement/safety agencies. 
5. Prepares and maintains reports and statistics. 
6. Plans, directs and coordinates police and civilian personnel. 
7. Receives, prepares and transmits communications, instructions and policy. 
8. Prepares, presents, and monitors the division budget, ensures division operates within appropriated budget.   
9. Supervises the investigation of major crimes. 
10. Confers with city officials, civic groups, and citizens to discuss public and community safety issues. 
11. Prepares equipment specifications and evaluate bid proposals. 

Responsibilities - Supervisor and/or Leadership Exercised:
 

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling and recommendation for discipline or dismissal.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.

Knowledge of criminal law, investigation, statutes, ordinances, and crime prevention methods. 
Knowledge of departmental policies, procedures, rules and regulations and FCC rules and regulations regarding radio communication. 
Knowledge of safety practices in the care and use of firearms. 
Knowledge of rules of evidence and laws governing custody of persons. 
Knowledge of capabilities and limitations of operating units in the department. 
Knowledge of police record keeping procedures. 
Knowledge of criminal identification methods. 
Knowledge of and skill in supervisory, managerial techniques and principals. 
Knowledge of methods of deploying officers in actual or anticipated emergencies. 
Knowledge of causes and prevention methods of crime committed by juveniles. 
Knowledge of community policing practices. 
Knowledge of legal procedure in filing and presenting charges in court. 
Knowledge of fiscal planning and budget preparation. 
Knowledge of contracts and requirements of contractual agreements. 
Knowledge of purchasing, financial, payroll and other administrative policies, procedures and practices. 
Knowledge of first aide and CPR techniques.
Knowledge of geography and locations in the city. 
Skill in oral and written communications.
Skill in handling multiple tasks and prioritizing. 
Skill in maintaining accurate records and preparing reports. 
Skill in data analysis and problem solving. 
Skill in using computers and related software applications. 
Skill in needs assessment and gathering, analyzing, and presenting data to management. 
Skill in coordinating large complex activities. 
Ability to assess situations and make accurate decisions within a limited time frame. 
Ability to establish and maintain effective communication and working relationships with city employees and the public.

Minimum Qualifications:
 

Education and/or Equivalent Experience:
Two (2) years police lieutenant experience with the Austin Police Department plus eligibility for promotion to Police Commander with completion of all appropriate Civil Service examinations.

Licenses and Certifications Required:
 

Valid Texas Class C Drivers License. 
Police Officer and Advanced Certification from the Texas commission on Law Enforcement Officer Standards and Education.
