Purpose:
 

This position reports to the City Manager and provides civilian oversight of the Austin Police Department.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Advises the City Manager on the processes and results of investigations involving officers, and any other activities of the department as directed by the City Manager.
  2. Advises the City Manager on the effectiveness and appropriateness of the department's policies and procedures concerning complaints of police officer misconduct, police officer training, use of force by police officers, community relations, and any other activities of the department as directed by the City Manager.
  3. Receives complaints, including anonymous complaints, from the public concerning the conduct of police officers.
  4. Serves as a liaison between complainants and the department during investigations of complaints.
  5. Participates as an observer during investigations of complaints as determined by the police monitor.
  6. Makes recommendations to the police chief concerning discipline based on the investigation of complaints and department policies.
  7. Addresses other department activities of public concern as directed by the City Manager.
  8. Reports at least annually to the public on the results of its activities and reports annually to City Council on the results of its activities.
  9. Advises the City Manager on public release of police video recordings, as soon as permitted by law, including vehicle dash camera and body worn camera video, involving incidents of significant public interest taking into consideration the City's law enforcement and public safety needs and the findings in Ordinance No. 20181115-016.
  10. Conducts preliminary reviews of external complaints and make recommendations regarding potential department policy violations and the department's investigative review classifications.
  11. Conducts random assessments of the department's use of force reviews and body camera usage.
  12. Conducts community engagement activities.
Responsibilities - Supervisor and/or Leadership Exercised:
 

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of criminal law and employment law.
  • Knowledge of State Civil Service Law and Civil Rights Law.
  • Skill in administrative and management functions.
  • Skill in strong interpersonal and supervisory relations.
  • Skill in effective oral and written communication.
  • Ability to interact with citizens, police officers, and the community.
  • Ability to demonstrate objectivity towards police and community interests.
Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university,
  • plus four (4) years of experience in public sector labor/employment law and in mediation.
  • In the past five (5) years, have had no full-time employment with or other representation of the Austin Police Department.
  • A Juris Doctor degree may substitute for experience up to three (3) years.
