Pretreatment Compliance Technician

Purpose:
 

Under general supervision and using working knowledge of concepts, practices, procedures, and regulations, verify and ensure compliance of pretreatment regulated community. Responsible for projects which are of limited scope and complexity. 

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Assists in case file preparation, participates in administrative and criminal enforcement proceedings, and provides testimony in legal proceedings for alleged violations of regulations.
  2. Uses, maintains, generates, tracks, and documents pertinent information about the sampling and monitoring regulatory compliance program.
  3. Installs, operates, sets up, secures, calibrates, and maintains the automatic and other sampling, testing, detecting, and monitoring equipment, tools, and devices used in the collecting, preserving, and transporting of environmental and industrial water and wastewater, and other samples from regulated facilities according to prescribed schedules, procedures, and techniques..
  4. Purchases, procures, maintains and inventories equipment and supplies used.
  5. Follows requisite EPA and TCEQ approved chain of custody, quality control, and other established procedures to allow use of data acquired for billing purposes and/or as evidence in a court of law.
  6. Interprets and explains City policies and procedures, and provides technical information, training, guidance, and support to internal and external customers.
  7. Researches, develops, and writes informational, incident, inspection, and technical reports, memos, correspondence, and other documents to appropriate internal and external customers.
  8. Assists in developing, implementing, and participating in public outreach efforts and conducting and making presentations for internal and external customers.
  9. Performs rotational on-call duty and responds to spill and/or emergency events, incidents, complaints, actions, and other related situations.
  10. Analyzes, monitors, samples, and investigates industrial and other users of the sanitary sewer system during the development, construction, operational, and closure phases of their existence to ensure compliance with Federal, State, and Local environmental and pretreatment regulations.

  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of applicable Federal, State, and Local regulations.
  • Knowledge of City practices, policies, and procedures.
  • Skill in oral and in written communication.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in using computers and related software applications.
  • Skill in data analysis and problem solving.
  • Skill in planning and organizing.
  • Ability to conduct research.
  • Ability to provide customer service and problem solving.
  • Ability to establish and maintain good working relationships with City employees and the public.
Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university with major/minor course work in a scientific field related to the job, plus one (1) year of relevant experience; or
  • Graduation with an Associate degree from an accredited college or university in a scientific field related to the job, plus three (3) years of relevant experience; or
  • Graduation with a Master's degree from an accredited college or university with major course work in a scientific field related to the job.
Licenses and Certifications Required:
 

Valid Texas Class "C" Driver's License.
