Partner Services Program Manager

Purpose:
  Under nominal supervision or working independently, identify, develop, review, and, if applicable, manage business opportunities and develop, negotiate, implement and administer leases and contracts.
Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

 

  1. Oversees the long-term and short-term strategic initiatives associated with the retail industry for a public sector organization, by complying with all Federal, State and local governances.
  2. Assists in development of business models that supports the needs of the organization.
  3. Establishes the overall operation of a retail store to manage all activities of retail
  4. Recommends improvement to business strategies maintaining the viability of the business strategy
  5. Provide information/guidance to current and potential partners and customers concerning proposal and/or business plan requirements, business criteria, etc.
  6. Review and provide recommendations for new business ideas to senior management.
  7. Identify opportunities to secure advertising space throughout the department facilities.
  8. Analyze commercial real estate market conditions and work with private developers, as well as other interested parties, in marketing unleased space.
  9. Consult with and maintain database of potential tenants.
  10. Develop, maintain, and analyze partner/customer revenues.
  11. Assist in Negotiation of contracts and agreements for use of properties and facilities.
  12. Develop and maintain contract/lease management files.  
  13. Administer contracts and ensure compliance with all contract terms, local, state, federal laws and regulations.
  14. Develop new contracts by researching; coordinating and compiling requirements; deciding and preparing effective supplemental terms and conditions; deciding and preparing effective contractor performance measurements.
  15. Perform specific tasks related to the contract process for design and construction, or concessions/real property, leases, or infrastructure usage.

  • Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

  • Knowledge of the business acumen associated with the retail sector 
  • Knowledge of all Federal, State and Local laws 
  • Skill in forecasting trends within the marketplace
  • Ability to market products and establish a brand for the operation
  • Ability to facilitate financial activities associated with the organization
  • Knowledge of city's policy of purchasing and/or contractual programs..
  • Skill in oral and written communications including public presentations.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in using computers and related software applications.
  • Skill in planning and organizing. 
  • Skill in establishing and maintaining positive relationships with internal and external customers.
  • Skill in negotiating with various audiences to accomplish objectives.
  • Skill in leading teams.
  • Ability to work with frequent interruptions and changes in priorities.
  • Ability to design and interpret analytical information.
  • Ability to resolve contractual or purchasing issues.
  • Ability to exercise good judgment, tact and diplomacy in all public dealings.

 


Minimum Qualifications:
 

 

  • Bachelor’s Degree in a field related to the job plus 4 years of experience in the field of retail marketing, buyer, or  other related to the job
  • Experience may substitute for education up to 4 years

 


Licenses and Certifications Required:
 

 

  • Valid Texas Class C Drivers License
