Purpose:
 

Under general direction and working independently, this position organizes, develops, and manages Code department programs. This position is responsible for performing managerial oversight on case management work associated with code violations and the administration of judicial, quasi-judicial, and administrative hearing programs; community outreach programs; and Code department personnel.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Manages and develops the programs, projects, activities and personnel of the department, as assigned.
  2. Drafts business plans and annual budget for assigned programs. Manages contract development, preparation, and monitoring.
  3. Performs economic forecasting and evaluation of assigned programs. Prepares financial summaries and reports for executive review. Develops and establishes goals, priorities, and performance measures for departmental programs.
  4. Prepares and presents technical reports.
  5. Conducts needs assessment studies for ongoing and new programs.
  6. Performs as an investigative and procedural resource for the assigned zone, and conducts quality reviews on case reports to ensure compliance with internal standards.
  7. Evaluates research findings to determine appropriate compliance action and determine necessary corrective actions.
  8. Coordinates and monitors the improvement or remedy of the violations with the property owners, violators, or other City departments, which includes re-inspections and, when appropriate, using City-authorized third-party services.
  9. Assists in preparation of cases for legislative, administrative, quasi-judicial, and judicial bodies, which may include providing witness testimony.
  10. Evaluates program operations for effectiveness and efficiency. Serves as departmental liaison of boards and commissions.
  11. Provides technical advice and assistance to citizens, City management, contractors, etc.
Responsibilities - Supervisor and/or Leadership Exercised:
 

Responsible for the full range of supervisory activities including hiring, training, evaluation, counseling, and recommendations for dismissal.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of the principles and practices of judicial systems at the Local, State, and Federal levels.
  • Knowledge of strategic business planning, fiscal forecasting, and budget preparation.
  • Knowledge of supervisory and managerial techniques and principles.
  • Knowledge of City practices, policies, and procedures.
  • Knowledge of enforcing laws and ordinances.
  • Knowledge of process in developing, preparing, and filing court documents; and experience working with prosecutors at the Local, State, and/or Federal levels.
  • Skill in written and oral communication.
  • Ability to interpret, recommend, and propose revisions to State statutes and City ordinances.
Minimum Qualifications:
 
  • Graduation from an accredited high school or equivalent, plus six (6) years of experience in code enforcement, code administration, code compliance, building inspections, building construction, planning, or other regulatory or law enforcement capacity enforcing and interpreting codes and regulations, including two (2) years of case management experience and two (2) years of supervisory experience.
  • Graduation with a Bachelor’s degree or higher degree from an accredited college or university with major coursework in Environmental, Engineering, Urban Planning, Criminal Justice, Building Science, Construction Management, or in a related field may substitute for experience in code enforcement, code administration, or code compliance up to four (4) years.
Licenses and Certifications Required:
 
  • Valid Texas driver license within thirty (30) days of hire.
  • Criminal background check is required.
  • Registered as a Code Enforcement Officer with the State of Texas within one (1) year of employment.
Physical Requirements:
 

Ability to bend, lift, walk, carry, or use a force equal to lifting up to fifty (50) pounds.
