Purpose:
  Under direction of the Director of Financial Services, this position is responsible for taking custody of all City funds, managing and investing City cash accounts, managing and planning debt issues, disbursement of funds to meet debt service payments, developing and maintaining good banking and investment banking relationships and making recommendation of appropriate financing techniques.
Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
1.Direct and supervise the collection of City funds.
2.Direct and supervise the investment of cash accounts.
3.Direct, supervise and monitor the City's cash liquidity.
4.Coordinate the updating of the City's Official Statement.
5.Provide information for rating presentations to municipal securities rating services.
6.Has primary responsibility for making all debt service payments.
7.Represent the City's Treasury Office to banking officials and investment banking underwriters.
8.Direct and supervise the research and analysis of municipal financing techniques.
9.Stay abreast of municipal and bond market trends and creative financing alternatives.
10.Ensure compliance with relevant sections of the City Charter (i.e., debt issuance, investment policies, and collateralization of investments) and bond covenants.
11.Plan and execute all short and long term debt issues, which involves proper CIP cash flow analysis, debt sizing analysis, debt service projections, rate impact analysis and financial impact analysis.
Responsibilities - Supervisor and/or Leadership Exercised:
  Evaluate job performance.
Manage division/section activities.
Monitor departmental budget expenditures.
Develop & revise operating procedures.
Review work for accuracy & completeness.
Train personnel in performance of job tasks.
Assign job duties & monitor task completion.
Recommend personnel actions, i.e. promotions, transfers, hires, fires, etc.
Prioritize projects and work activities.
Resolve work-related problems for subordinates.
Coordinate division/section activities with other departments.
Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
Knowledge of cash collection procedures, cash investment process and market risk.
Knowledge of fiduciary and municipal and investment laws.
Knowledge of cash flow and revenue sources
Knowledge of mechanics and operation of municipal securities market.
Knowledge of financial analysis and municipal investment laws.
Skill in the selection, training, and evaluation of employees.
Skill in communicating effectively both orally and in writing.
Skill in establishing and maintaining effective working relationships with other City employees, the banking community, the media and the general public.
Ability to coordinate various information to prepare reports.
Minimum Qualifications:
  A Bachelor's degree in Public or Business Administration, Finance, Economics or related field, plus six (6) years experience performing complex financial analysis, cash management function or debt management function, three (3) years of which must have been in a management capacity; Or
A Master's degree in Public or Business Administration, Finance, Economics or related field, plus four (4) years experience performing complex financial analysis, cash management function or debt management function, three (3) years of which must have been in a management capacity.
