Purpose: |

Under the general direction of the Telecommunications and Regulatory Affairs (TARA) Manager, this position assists the TARA Manager with the activities of the Telecommunications and Regulatory Affairs Office for the City of Austin. This includes all activities related to franchise administration and utility regulation (non-city utilities) as well as administration of special programs related to cable/telecommunications, the regulatory finance and claims section. Assists the TARA Manager with staff performing duties related to the above. |
Duties, Functions and Responsibilities: |
|
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Assists with the activities related to telecommunications and regulatory affairs for TARA and the City of Austin.
- Provides technical advice and assistance to TARA Manager and drafts technical reports.
- Provides information to the TARA Manager for resolution of all issues related to cable and related to franchise negotiations, telecommunications, gas and (non-city) electric utilities.
- Assists with the negotiation and enforcement of franchise agreements; and recommends franchising policy.
- Monitors infrastructure usage activities by wireless communications license holders.
- Assists with the monitoring of the compensation for use of public rights-of-way.
- Coordinates activities of TARA Office with other divisions/departments.
- Provides management and oversight to TARA’s annual operating and capital improvement program budget for submission to the City Management.
- Assists management with providing management and direction to the development of short and long term planning goals and objectives for the TARA division.

Knowledge, Skills, and Abilities: |

Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
- Knowledge of regulatory processes at state, federal and local level related to telecommunications and other franchises.
- Knowledge of broadband, cable TV, telecommunications, and wireless communications systems and video production equipment.
- Knowledge of contract language, terms, and condition.
- Skill in negotiation of contracts and agreements.
- Skill in generally accepted management practices.
- Ability to communicate verbally and in writing.
- Ability to work independently.
- Ability to interpret legal documents.

Minimum Qualifications: |
|
- Bachelor’s degree in Business, Public Administration, Finance, Telecommunications or related field plus three (3) years related experience, two of which include supervisory experience.
- One (1) year of additional relevant work experience may substitute for one (1) year of required education with a maximum substitution of four (4) years.
- A related Master’s degree may substitute for two (2) years of the required non-supervisory/management work experience.
