Austin Energy Occupational Health & Safety Manager

Purpose:
 

Responsible for managing all functions of Austin Energy’s (AE) Occupational Health and Safety programs. Develops strategies, goals, and plans to deliver a safe and knowledgeable workplace. Serves as the Chief Safety Officer for AE and advisor to the executive team.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Provides leadership and direction for occupational health and safety, chemical hygiene, indoor air quality, Workers’ Compensation, Return to Work, and Commercial Driver’s License (CDL) Drug and Alcohol programs.
  2. Reviews and incorporates standards, and ensures compliance with existing regulations related to employee safety.
  3. Analyzes Austin Energy’s safety programs, and provides management oversight, guidance and approval for the development of training and curriculum required by federal, state and local regulations and ordinances.
  4. Directs the development and revision of safety processes and procedures. Develops and provides recommendations on occupational health and safety policy for AE executives. Develops and evaluates plans and criteria for a variety of occupational health and safety projects and programs.
  5. Communicates safety strategies and information to management and others. Plans, organizes, directs, audits, and controls Austin Energy’s occupational health and safety programs. Provides training.
  6. Develops and provides management oversight of annual Operation & Maintenance (O&M) and Capital Improvement Project (CIP) budgets and prepares short- and long-term spending activities for the program.
  7. Develops and manages associated business contracts. Monitors safety-related contracts and vendors to ensure delivery of deliverables and to ensure compliance with all applicable safety requirements are met.
  8. Reports data or manages compliance issues; devises the necessary quality control measures to track the effectiveness of operations. Champions behavioral-based investigations, responds to occupational health and safety issues, conducts root cause analyses, and develops corrective action plans.
  9. Leads negotiations on regulatory occupational health and safety compliance issues with Federal, State, and Local agencies to reach resolution or settlement. Works closely with the Emergency Management Division regarding occupational health and safety efforts. Responds to safety issues.
  10. Develops and revises the occupational health and safety manual, compliance programs, work processes and procedures. Prepares and reviews reports as part of the process of monitoring and communicating safety performance results. Develops and evaluates plans and criteria for a variety of environmental and safety projects and programs.
  11. Monitors industry trends in occupational health and safety and implement best practices. Serves as a subject matter expert to legal staff regarding occupational health and safety compliance matters. Represents AE on National and State advisory and stakeholder committees.
Responsibilities - Supervisor and/or Leadership Exercised:
 

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

  • Knowledge of business issues, metrics, organizational linkages, and customer value.
  • Knowledge of Behavioral Based Safety (BBS) concepts.
  • Knowledge of City practices, policies, and procedures.
  • Skill in handling conflict and uncertain situations.
  • Skill in collecting, analyzing, and interpreting applicable data.
  • Skill in oral and written communication.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in using computers and related software applications.
  • Ability to interpret Federal, State, and Local laws and ordinances governing safety in the workplace.
  • Ability to effectively present complex topics in a straightforward manner.
  • Ability to successfully negotiate with regulatory agencies and senior operations leaders.
  • Ability to work with frequent interruptions/changes in priorities.
  • Ability to quickly recognize and analyze irregular events.
  • Ability to train others.
  • Ability to establish and maintain excellent communication and working relationships with City personnel and the public.
Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited four-year college or university with major coursework in Occupational Health and Safety, Chemistry, Engineering, Environmental Science, or in a field related to the job, plus five (5) years of experience in occupational health and safety programs, including two (2) years of experience which were in a supervisory/managerial capacity.
  • Graduation with a Master’s degree from an accredited college or university may substitute for two (2) years of the non-supervisory experience.
Licenses and Certifications Required:
 

Valid Texas Driver License.
