Purpose: |

Under the general direction of the Payroll Manager, this positions is responsible for assisting the Payroll Manager in managing the City’s Corporate Payroll Office; pays employees; and compiles bi-weekly payroll information in order to meet regulatory reporting and records management requirements. |
Duties, Functions and Responsibilities: |
|
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Maintains payroll information by assisting in the direction of the collecting, calculating, and entering of data.
- Schedules and confirms that payroll system programs are executed and are appropriately completed during the payroll process, identifying error conditions and recommending corrections.
- Pays employees by assisting with the direction of the centralized processing of bi-weekly payroll and issuing of paychecks or direct deposits to bank accounts.
- Determines payroll liabilities by approving or completing the calculations of employee and employer federal tax liabilities, pension contributions, court-ordered garnishments, healthcare benefit deductions, etc.; and insures accurate payment of liabilities by established deadlines.
- Maintains payroll information, tables, and files by performing or monitoring the maintenance of the payroll system tables and files to ensure accurate and timely payments and reports.
- Balances the payroll accounts by resolving payroll discrepancies required to accurately report payroll expenditures on the general ledger.
- Provides payroll information by answering questions and requests and running standard reports.
- Maintains payroll guidelines by following internal controls and procedures.
- Complies with Federal, State, and Local regulatory requirements by studying existing and new legislation; enforcing adherence to requirements; and advising management on needed actions.
- Assists in the support of the annual budget process, utilizing the payroll system by assisting the Payroll Manager, the Budget Office, and the Human Resources department.
- Completes operational requirements by scheduling and assigning employees and following up on work results, when necessary.
- Assists in maintaining payroll staff job results by counseling and disciplining employees; and planning, monitoring, and appraising job results, when necessary.

Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
- Knowledge of payroll methods and practices, and federal tax filing requirements.
- Knowledge of a relational database system in a client-server environment.
- Knowledge of administrative analysis and statistical techniques as applied to organizational and management problems.
- Knowledge of records management best practices.
- Skill in managing large volumes of transactional data.
- Skill in creating data extracts and/or reports from system.
- Skill in Microsoft Office (Excel, Word, Access).
- Ability to establish and maintain cooperative relationships with others.
- Ability to communicate effectively, both orally and written.
- Ability to analyze organizational problems and develop effective courses of action.

Minimum Qualifications: |
|
- Graduation with an associate degree from an accredited college or university with major course work in a field related to Accounting, plus three (3) years of experience in a professional/administrative capacity.
- Any equivalent combination of education and experience may be substituted.
