Purpose: |

Under general direction, supervise the activities of staff responsible for making eligibility determinations for various programs including the Medical Assistance Program (MAP), Community Health Centers (CHCs) and various State and Federal grant programs. |
Duties, Functions and Responsibilities: |
|
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Provides policy clarification, guidance and consultation on factors regarding program; reads, interprets and explains programs to other agencies, community and clients.
- Reviews eligibility determinations and related documentation for completeness, correctness and compliance with rules and regulations. Conducts random audits on selected eligibility cases to verify eligibility determinations. Troubleshoots and corrects erroneous eligibility determinations.
- Makes decisions on complex cases or forwards for higher-level action.
- Assists with establishing program priorities and developing new policies and procedures.
- Reviews and interprets statute changes, trains staff and maintains compliance in eligibility determinations.
- Interprets and explains regulations, rules, policies, and public assistance programs to clients and apprises them of their rights, responsibilities and eligibility for program participation.
- Review and interpret program management reports concerning workload and operating data.
- Develops training materials for staff; updates procedural manuals as required.
- Maintains current knowledge of automated eligibility systems and trains employees on use.
- Prepares reports, correspondence and other written materials.
- Resolves issues and complaints of clients; deals with irate or disruptive clients when issues cannot be resolved by an eligibility staff.
- Confers and acts as liaison with representatives of other public and private organizations to provide support and services

- Knowledge of supervisory and managerial techniques and principles.

- Knowledge of laws, rules and regulations governing eligibility and grant determination.
- Knowledge of computer applications related to eligibility determinations.

- Ability to establish and maintain excellent communication and working relationships with personnel, city employees, committees, and taskforces.

Minimum Qualifications: |
|
- Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Health, Science, or in a field related to the job, plus two (2) years of experience determining eligibility for various governmental programs and services, one (1) year of which were in a lead or supervisory capacity.
