Purpose: |

Under general direction, manage the activities and personnel of a division/section of the Controller’s Office with responsibility for specific financial programs such as financial reporting, accounts receivable/payable, payroll, internal controls, fixed assets, etc. |
Duties, Functions and Responsibilities: |
|
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Coordinate meetings between consultants, public, city staff, etc.
- Coordinate division/section activities with other divisions/departments.
- Evaluate programs for effectiveness & accomplishment of goals.
- Initiate & develop improvements for existing programs, projects, etc.
- Develop financial summaries & reports.
- Design financial models.
- Develop & revise operating procedures.
- Review & analyze financial summaries & reports.
- Manage division/section activities.
- Compile data/information for reports, cost estimates, etc.
- Research information as requested &/or needed.
- Draft technical reports.

- Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
- Knowledge of the preparation process for financial statements in conformity with accepted auditing standards and accounting principles.
- Knowledge of financial reporting concepts and preferred business practices.
- Knowledge of payroll tax laws, etc.
- Knowledge of internal control systems used for general accounting principles.
- Knowledge of supervisory and management techniques.
- Knowledge of estimating methods and statistical concepts.
- Knowledge of the operation, applications, capabilities and requirements of automated support systems and equipment.
- Skill in establishing and maintaining good working relationships with other City employees and the public.
- Skill in resolving problems or situations requiring the exercise of good judgment.
- Skill in analyzing complex financial data and proposing viable solutions.
- Skill in determining needs, gathering, analyzing and presenting data to provide accurate information for management's use.
- Skill in preparing accurate and complex financial statements.
- Skill in completing accurate data for records, reports and legal documentation.
- Skill in effective oral and/or written communication.
- Skill in training and supervising the work of other staff members.

Minimum Qualifications: |
|
- Graduation with a Bachelor’s degree from an accredited college or university with major course work in a field related to Accounting, Business, or Finance plus eight (8) years of accounting or financial reporting experience including three (3) years in a supervisory/management capacity.
- A Master's degree in Business Administration, Public Administration or other relevant field may substitute for one (1) year of experience; a CPA designation may substitute for the education requirement.
