Purpose:
  Under general direction from the Deputy Director develop, manage and coordinate international and domestic economic development. 
Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
1. Develops, negotiates, and manages economic development finance programs including establishing tax increment financing, public improvement districts and City economic development agreements with major employers. 
2. Participates and coordinates the City's international and domestic economic development activities with division staff and partner agencies.
3. Assists and encourages job creation efforts of local companies. 
4. Identifies and utilizes innovative financing tools and grants for economic development growth.
5. Serves as a member of various committees, public groups. 
6. Speaks as a City representative before public groups. 
7. Provides technical advice and assistance to citizens, contractors, developers, City departments, and management. 
8. Develops and monitors project budgets. 
9. Develops and revises standard operating procedures.
10. Identifies and leverages conditions which promote innovation and entrepreneurship
Responsibilities - Supervisor and/or Leadership Exercised:
 
  • Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal
Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
Knowledge of project development, scheduling and monitoring. 
Knowledge of the principles involved in urban land development. 
Knowledge of real estate financing. 
Knowledge of municipal and private sector budgeting, accounting, and finance methods. 
Knowledge of economic development finance programs. 
Knowledge of foreign trade zone development and administration.
Knowledge and ability in negotiating and managing governmental contracts with non- governmental and private organizations. 
Skill in written communication and oral presentation skills. 
Ability to establish and maintain effective working relationships with community leaders, business representatives, public officials, coworkers, and the general public.
Ability in leveraging city, county, state and federal relationships.
Ability to understand economic development principles and techniques. 
Ability to understand real estate feasibility.
Minimum Qualifications:
 
Graduation with a Bachelor’s degree from an accredited college or university with major course work in a field related to Urban Planning, Business Administration, Public Administration, or Real Estate, plus five (5) years of work experience in economic development or urban planning. 
Master’s Degree in Urban Planning, Business Administration, Real Estate, Law, or a related-field may substitute for (2) years of required experience.
