Energy Marketer

Purpose:
  Under general supervision, leads a variety of tasks related to the purchase, sale and transportation of fuels used for electric power generation; the purchase, sale and transportation of electrical energy and capacity and /or associated energy risk management activities.
Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Tracks, forecasts wholesale power, fuel and related financial market conditions, market trends and prices. Perform and market QSE functions and services Monitors ERCOT transmission congestion and determines impacts to AE energy schedules
  2. Determine, analyzes electric energy usage and fuel consumption projections and maintains optimum fuel inventory levels. Plans and evaluates wholesale power and/or fuel supply and transportation alternatives.
  3. Responsible for all phases of a contract including origination, bid, rfp, specifications, selection process, documentation, monitoring and analyzing contract compliance resolves contract performance conflicts and discrepancies in the areas of wholesale power, fuel, transportation and hedging contracts. Provides accounting support for invoice reconciliation and approval
  4. Identifies, procures and manages external consulting services. Maintains bid list of power and fuel market participants
  5. Coordinates with the City's partners on fuel management and unit dispatching activities for jointly owned facilities. Provides technical expertise and participates in the ERCOT market design and development process
  6. Designs and implements energy risk hedging strategies using applicable financial instruments. Manages portfolios of derivative financial instruments for hedging fuel, energy and transmission risks. Minimizes wholesale power and fuel costs through financial risk management activities
  7. Develops and implements marketing plans for excess generation capacity and energy. Develops marketable wholesale energy products and related pricing terms
  8. Design power purchase and sale enabling agreements. Maximizes profits through off-system sales of excess electrical capacity and energy
  9. Applies new technology to improve processes and communications
  10.  Defines wholesale power, fuel supply and risk management performance reporting requirements

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of City of Austin and Austin Energy contracts processes and procedures
  • Knowledge of wholesale fuel and electric markets and evolving industry and regulatory developments, both nationally and in Texas
  • Knowledge of Austin Energy's wholesale fuel and energy requirements
  • Knowledge of the impacts of recent deregulation trends in the fuel and energy markets
  • Knowledge of systems used to forecast, evaluate and transact business in the wholesale fuel and energy markets
  • Knowledge of applicable processes, techniques, and methods.
  • Knowledge of Federal, State, Local laws, and ordinances governing fuel and energy markets.
  • Knowledge of supervisory and managerial techniques and principles.
  • Skill in oral and written communication.
  • Skill in handling conflict resolution
  • Skill in using computers and related software applications.
  • Skill in data analysis and problem solving.
  • Ability to work with frequent interruptions and changes in priorities.
  • Ability to train others.
  • Ability to quickly recognize and analyze irregular events.

Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university, plus five (5) years experience in a related field 
  • Masters Degree from an accredited college or university with major course work in a field related to the job may substitute for experience up to one(1) yr
  • PhD. from an accredited college or university with major course work in a field related to the job may substitute for experience up to two (2) yrs
