Energy Services Unit Manager

Purpose:
  Under the general direction of the Director of Demand-Side Management, is responsible for managing the development, implementation and evaluation of programs, initiatives, and processes involved in the implementation of Austin Energy's energy efficiency services
Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Position is responsible for managing the staff, budget, quality assurance processes, direct customer service initiatives, and research and evaluation of new energy efficiency products.
  2. Manages the development, implementation and evaluation of programs, initiatives and processes for intake, inspection, promotion, and delivery of all Energy Efficiency Programs, Residential and Commercial Manages the development, implementation and evaluation of processes for Austin Energy Rebate Programs.
  3. Manages programs managers, supervisory and technical staff responsible for vendor relations, field services, inspections and verifications.
  4. Develops and implements training programs necessary to ensure excellent internal and external customer service, program accuracy and efficiency.
  5. Develops and monitors budgets as required and respond to any deviations from the approved cost/time line projections.
  6. Manages the development and implementation of quality reviews to ensure accuracy and efficiency within the organization. Provide regular reports, summaries, analyses and recommendations to Director.
  7. Coordinates research and evaluation of new energy efficiency products and develop processes for implementation and management of new products and services.
  8. Ensures accurate and current documentation of all processes and program guidelines. Conduct regular reviews of processes and procedures; provide reports and recommendations for process improvements.
  9. Evaluates and implements technology required for monitoring, maintaining and distributing program data to stakeholders throughout Austin Energy.
  10. Researches and recommends techniques to improve customer service. Monitors customer satisfaction surveys and make recommendations for improvements.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of energy efficiency products, programs and technologies
  • Knowledge of customer service operations, techniques, and processes
  • Knowledge of electric utility or energy industry business practices
  • Knowledge of energy industry emerging technologies, trends, processes, and procedures
  • Knowledge of applicable building/construction codes, practices, and processes.
  • Knowledge of purchasing and contracting laws, ordinances, policies, and procedures.
  • Knowledge of reporting concepts and preferred business practices
  • Skill in project management, planning, monitoring, and evaluation.
  • Skill in estimating resource needs for energy/construction projects
  • Skill in establishing and maintaining good working relationships with other City employees, the public, customers, vendors, and contractors
  • Skill in identifying, assessing and recommending potential technology or process improvements
  • Skill in effectively communicating orally and in writing
  • Ability to manage multiple projects, processes and tasks with available resources.

Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university with major course work in Architecture, Business, Construction Management, Engineering, Environmental Sciences, Social Sciences, or in a field related to the job, eight (8) years related experience, two (2) years of which were in a supervisory capacity.
  • Masters degree in Architecture, Business, Engineering, Environmental Sciences, Social Sciences, or a related field may substitute for experience up to a maximum of two (2) years.
