Forensic Scientist Senior - DNA

Purpose:
 

Under general supervision, this position performs physical examinations of evidence using qualitative and quantitative techniques in the DNA and Serology disciplines.

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Analyzes evidence for detection of tissue and body fluids by employing routine to complex forensic biological testing methods and assists the Forensic Scientist - DNA in the evaluation of items to determine the best method(s) to perform analysis.
  2. Determines the best method(s) to perform analysis. Interprets analytical and instrumental test results and prepares detailed reports of analysis. Reviews analytical work of the Forensic Scientist - DNA and other Forensic Scientist Senior - DNA.
  3. Validates new methods of analysis prior to implementation for laboratory casework.
  4. Performs diagnostic evaluations on laboratory instruments.
  5. Creates and maintains records and/or documents generated for each case according to established Standard Operating Procedure. Provides instruction and oversight to the Forensic Scientist - DNA in case file preparation.
  6. Trains police personnel in evidence collection and preservation of DNA.
  7. Leads training of new forensic scientists in analytical methods.
  8. Assists supervisor by participating in university career days, the Garza School Forensics Program, and other areas to enhance community understanding of Forensic DNA analysis.
  9. Testifies as an expert witness in court, regarding analysis and procedures, after being declared by the judge as an expert in their field.
  10. Participates in ongoing education as it relates to Forensic DNA in accordance with FBI guidelines and requirements.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of the theory and application of genetic and molecular biology to forensic testing.
  • Knowledge of instrumental analysis including capillary electrophoresis and Polymerase Chain Reaction (PCR).
  • Knowledge of City practices, policies, procedures, statutes, ordinances, and criminal law.
  • Skill in conducting chemical analysis including DNA characterization.
  • Skill in oral and written communication.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in handling conflict and uncertain situations.
  • Skill in using computers and related software applications.
  • Skill in data analysis and problem solving.
  • Ability to work with frequent interruptions and changes in priorities.
  • Ability to train others.
  • Ability to establish and maintain effective communication and working relationships with laboratory, legal and law enforcement personnel, City employees, and the public.
Minimum Qualifications:
 
  • Graduation with a Bachelor’s degree from an accredited college or university with major course work in Biology, Chemistry, Forensic Science, Natural Science, or in a field related to the job, plus three (3) years of DNA experience from extraction to interpretation, excluding training. Must include successful completion of courses in genetics, biochemistry, and upper division molecular biology (major studies in molecular genetics and/or recombinant DNA technology – transcripts required). Must have completed coursework or training in population genetics.
  • Must be qualified to testify as an expert witness regarding Forensic DNA in State, District, or Federal court.
  • Three (3) years of approved DNA casework from extraction to interpretation, excluding training.
  • Three (3) years of approved ASCLD/LAB serology and DNA proficiency testing.
Licenses and Certifications Required:
 
  • Texas Forensic Science Commission Forensic Analyst License (per 37 Tex. Admin. code Chapter 651 Subchapter C).
  • Valid Texas Class C Driver License.
