Transmission Construction and Maintenance Superintendent

Purpose:
  Responsible for management of the construction and maintenance of Austin Energy’s 69kV, 138kV & 345kV Transmission System.
Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

1. Determines, manages and recommends the implementation of projects, plans, and activities in System Operation including: scheduling, resource requirements, processes, planning and project performance for transmission construction and maintenance; recommends maintenance needs and projects to achieve maximum efficiency in completing construction and maintenance activities.
2. Actively promotes and participates in the AE safety program while monitoring compliance to ensure the health and well being of employees, contractors, and the general public.
3. Coordinates activities with Project Management to develop and implement CIP transmission construction projects, labor, budget, and schedule estimates.
4. Develops, manages, and monitors the Capital and O&M budgets; responds to deviations from approved cost and time line projections.  Authorizes purchases and payments for required equipment and services.
5. Responds to and manages transmission line restoration due to weather, equipment malfunction or damage.  Monitors restoration activities to ensure the safety of employees performing restoration activities.
6. Assures that all plans and work are consistent with appropriate NESC and OSHA codes and regulations.
7. Develops and effectively communicates responses to large industrial customers and Austin Energy management on issues related to transmission construction and maintenance activities and outages.
8. Maintains all work in structural and metrics, and assures staff is knowledgeable on both, in accordance with the ISO quality management system.

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.

Knowledge of transmission line construction and maintenance practices, equipment, and techniques.
Knowledge of utility financial, regulatory, and managerial accounting practices.
Knowledge of applicable Austin Energy and OSHA safety regulations.
Knowledge of federal, state, and local building and environmental requirements.
Knowledge of fiscal planning and budget preparation.
Knowledge of City of Austin purchasing policies and procedures.
Knowledge of ISO 9001 requirements and procedures
Skill in oral and written communication.
Skill in using computers and related software applications.
Skill in planning and organizing.
Ability to work with frequent interruptions and changes in priorities.
Ability to develop and manage a comprehensive maintenance program.
Ability to manage internal and external labor and equipment resources.
Ability to interpret technical drawings, manufacturer’s specifications.
Ability to calculate resources required for construction and maintenance requirements.
Ability to communicate commitment to environmental, health, and safety policies and practices.

Minimum Qualifications:
 

Graduation from an accredited high school or equivalent, plus eight (8) years of related electric utility experience, two (2) years of which were in a lead or supervisory capacity.
