Purpose: |

Under general direction, this position supports the management, coordination, and oversight of the Forensic Science Department, including 24/7 operations of essential personnel. |
Duties, Functions and Responsibilities: |
|
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Audits facilities, equipment, and current lab case reports and records identifying and analyzing trends.
- Develops and implements short- and long-range plans, programs, and personnel.
- Determines goals, objectives, and resource requirements.
- Develops, revises, and implements standard operating practices, policies, and procedures governing the department. Ensures all applicable laws are enforced.
- Ensures compliance with all City practices, policies, and procedures; and forensic laboratory quality assurance and technical best-practice standards.
- Prepares, presents, monitors, and ensures operation within the budget.
- Writes, drafts, and completes reports and/or documents.
- Conducts technical work and testifies in court as needed. Remains proficient in forensic discipline.
- Acts as liaison with other agencies and ensures consistency and coordination across department units and disciplines.
- Establishes and maintains effective communication and working relationships with all stakeholders.

Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
- Knowledge of fiscal planning and budget preparation.
- Knowledge of applicable forensic and quality assurance processes, techniques, and methods.
- Knowledge of Federal, State, and Local laws and ordinances governing evidence control.
- Knowledge of City practices, policies, and procedures; and ANSI National Accreditation Board (ANAB) accreditation standards.
- Knowledge of supervisory and managerial techniques and principles.
- Skill in oral and written communication.
- Skill in handling multiple tasks and prioritizing.
- Skill in using computers and related software applications.
- Skill in data analysis and problem solving.
- Skill in planning and organizing.

Minimum Qualifications: |
|
- Graduation with a Bachelor’s degree from an accredited college or university with major coursework in a field related to the job, plus five (5) years of experience in an accredited forensic services laboratory, including three (3) years of experience which were in a supervisory or managerial capacity.
- Graduation with an advanced degree (MS or Ph.D.) from an accredited college or university with major coursework in a field related to the job may substitute for two (2) years of related experience.

Texas Class C Driver License.
