Purpose: |

Directs and leads the delivery of IT Applications and Internet Services to meet the budget, technology, strategic, and business goals of the City of Austin. |
Duties, Functions and Responsibilities: |
|
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Determines the goals of IT within broad outlines provided by the executive management and contributes to the continuity of information technology services by providing necessary technical leadership and project coordination.
- Develops the direction of the COA's IT strategies and priorities.
- Manages program areas and supervisors in application development
- Manages the support-of the City's Internet and Intranet to ensure high availability of online City Services.
- Develops the strategic direction of the Internet and Intranet in coordination with the Public Information Office and other departments.
- Manages, coordinates and leads citywide activities for application development and implementation, with an emphasis on online delivery of transaction services (e-government) for internal and external City customers.
- Manages projects including tracking, monitoring and reporting.
- Presents reports to the management team informing them about traffic patterns, and content trends
- Prepares and monitors budget; works with staff to develop and monitor performance measures.
- Manages and coordinates information technology projects and technical solutions to facilitate the fulfillment of business needs.
- Prepares and evaluates Request for Proposals (RFPs) and negotiates with contractors.
- Negotiates and manages contracts for hardware and software
- Provides services for order local agencies through the development and management of extranet applications

Knowledge, Skills, and Abilities: |
|
Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
- Knowledge of applications development including the integration of applications within the information technology systems architecture.
- Knowledge of software development, database management, hardware and storage configurations.
- Knowledge of principles and processes for providing customer and personal services.
- Knowledge in analyzing information and evaluating results to choose the best solution and solve problems and to communicate information and ideas in speaking so others will understand.
- Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.
- Ability to consider the relative costs and benefits of potential actions, and to determine how money will be spent to get the work done, and accounting for these expenditures
- Ability to bring others together and to reconcile differences

Minimum Qualifications: |
|
- Graduation with a Bachelor’s degree from an accredited college or university with major course work in a field related to the job plus four (4) years of experience in field related to applications development and delivery of online services including three years supervisory experience.
- Experience may substitute for education up to four years
- Master's Degree in a related field may substitute for two years of experience
