Neighborhood Development Program Manager

Purpose:
 

Under general direction, manage/supervise the daily activities/operations/personnel in support of the of assigned program areas including Eastside Story, Neighborhood Housing/Community Development

Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

1. Develop and implement short and long range plans, programs, and personnel.
2. Determine goals, objectives, and resource requirements for activities.
3. Develop, revise, and implement standard operating practice, policy and procedure.
4. Develop and implement the use of program evaluation tools, analyze the data, and prepare evaluation reports.
5. Conduct needs assessments; research and monitor programs and services to identify gaps.
6. Budget preparation, presentation, monitor expenditures, and ensure program's fiscal administration is in accordance with standards of accounting for voluntary non-profit organizations and agencies.
7. Prepare and present complete, accurate, and timely financial reports to board and funding sources.
8. Prepare narrative material for grant proposals, annual reports, and other documentation as required and as requested.
9. Establish and maintain excellent communication and working relationships with community based organizations, schools, and after-school programs to ensure a high level of participation.

Responsibilities - Supervisor and/or Leadership Exercised:
 

• Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal

  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.

• Knowledge of fiscal planning and budget preparation.
• Knowledge of local city, state, federal, and private service providers and funding sources.
• Knowledge of community organizing and neighborhood development techniques.
• Knowledge of city practice, policy, and procedure.
• Knowledge of supervisory and managerial techniques and principles.
• Skill in oral and written communications.
• Skill in planning, coordinating, and implementing community programs and activities.
• Skill in developing new initiatives and working with service providers to plan and coordinate services. • Skill in establishing and maintaining good working relationships with the public and making effective use of community resources.
• Skill in working with community representatives to identify and address local needs.
• Skill in interpreting, organizing, coordinating, and executing assignments, projects and programs.
• Skill in handling multiple tasks and prioritizing.
• Skill in conflict resolution and negotiation.
• Skill in using computers and related software applications.
• Skill in data analysis and problem solving.
• Ability to work with frequent interruptions and changes in priorities.
• Ability to work well with individuals from a variety of different backgrounds and experience, including community leaders, residents, service providers, local officials and elected representatives

Minimum Qualifications:
 

• Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Liberal Arts, Elementary and Secondary Education, Urban Studies, Sociology, Business and Public Administration, or field related to the job. Five (5) years of experience related to neighborhood development, one (1) year of which is in a lead or supervisory capacity.
• Experience may substitute for education up to a maximum of four (4) years.

Licenses and Certifications Required:
 
  • Valid Texas Class C Drivers License.
