Network Construction & Maintenance Superintendent

Purpose:
  Under minimal supervision, manage and direct Network Operations staff and projects including Engineering and Design, Construction and Maintenance activities including construction and system upgrades.
Duties, Functions and Responsibilities:
  Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
  1. Responsible for completing all Network Systems upgrades. Assures all system upgrade plans are consistent with appropriate codes and regulations prior to construction.
  2. Responsible for developing and implementing the Network System Maintenance and construction plan, schedule, and calculation of resource requirements to achieve reliability objectives.
  3. Develops design criteria. Reviews and/or approves plans and specifications, change orders, and estimates. Manage relationships with developers, engineers, architects  and construction entities involved in projects in the AE network area to assure reliability, code compliance and  safety objectives are met. Calculate resource requirements to achieve system reliability objectives Provide technical information on impact of system upgrades on current system reliability.
  4. Interpret technical drawings and manufactures specifications and calculate resource required to construct and maintain system
  5. Develop and manage Capital Improvements Program (CIP), O&M and Network budgets and projects.
  6. Provide technical leadership for major or complex engineering and construction projects. Provides technical advice and direction to internal and external customers.
  7. Prepares and reviews standards, equipment specifications, design procedures, test procedures Assists in the preparation of safety procedures for electric facilities
  8. Interacts with internal and external customers to assess needs by responding to inquiries from the public and other departments about the process, requirements, and procedures of the development process. Investigates and resolves complaints from the public
  9. Assure response to all system interruptions or emergencies.
Responsibilities - Supervisor and/or Leadership Exercised:
 
  • Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.
Knowledge, Skills, and Abilities:
  Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  • Knowledge of power delivery operations, industry and regulatory developments
  • Knowledge of technical aspects of power cable, network protection equipment and relays
  • Knowledge of network construction, maintenance practices, equipment and techniques
  • Knowledge of utility financial, regulatory and managerial accounting practices
  • Knowledge of federal, state and local building and environmental codes
  • Knowledge of City of Austin budget planning, purchasing and contract policies and procedures
  • Knowledge of engineering standards, codes, practices, procedures, materials, and equipment used in the design, construction, and operation of the electric utility systems
  • Knowledge of supervisory and managerial techniques and principles.
  • Skill in oral and written communication.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in using computers and related software applications.
  • Skill in data analysis and problem solving.
  • Skill in planning and organizing.
  • Skill in negotiations and handling conflict resolution
  • Ability to calculate construction and maintenance requirements based on defined plans

Minimum Qualifications:
 
  • Graduation from an accredited high school or equivalent plus eight (8) experience in a field related to the job of which two (2) were in a supervisory or management capacity.
