Under the Direction of the Controller's Office, manages the City’s Corporate Payroll Office; pays employees and meets payroll reporting requirements |
Duties, Functions and Responsibilities: |
|
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Directs the centralized processing of bi-weekly payroll, including garnishments, benefits, and taxes to more than 10,000 employees consistent with federal and state wage and hour laws; issuing paychecks and direct deposits to bank accounts.
- Determines and ensures accurate and timely payment of payroll liabilities in compliance with federal, state, and other regulatory requirements.
- Manages relationships and functions as Liaison with pension systems.
- Maintains payroll information, tables, and files in accordance with records management requirements.
- Directs the collection, calculation, and entering of data.
- Oversees the maintenance and required updates of system tables; participates in software upgrade testing.
- Prepares reports and provides payroll information, including federal tax reporting, state, and other regulatory reporting requirements.
- Determines the accuracy of payroll information.
- Assesses internal controls for effectiveness; maintains payroll security by documenting established internal controls.
- Communicates actively with Human Resources and IT to review cross-departmental impacts, reconciles data sharing, and provides guidance to department staff.
- Ensures compliance with federal, state, and local legal requirements through technical knowledge of current legislation, keeping abreast of proposed and newly implemented legislation; enforcing adherence to requirements; advising management on required actions.
- Critically reviews and analyzes current payroll policies and procedures in order to implement changes leading to best-practice operations.
- Supports the annual budget process.
- Directs the activities of the payroll staff to achieve operational requirements and goals.

- Advanced knowledge of payroll methods and practices, federal/state/local tax filing requirements.
- Advanced knowledge of federal, state, local payroll regulations.
- Knowledge of a relational database system in a client-server environment.
- Knowledge of administrative analysis and statistical techniques as applied to organizational and management problems.
- Knowledge of records management practices.
- Knowledge of internal control systems.
- Skill in managing and processing large volumes of transactional data.
- Skill in creating data extracts and/or reports from a relational database system.
- Skill in with PC's (Excel, Word, Access).
- Ability to establish and maintain cooperative relationships with others.
- Ability to communicate effectively, both orally and written.
- Ability to analyze organizational problems and develop effective courses of action

Minimum Qualifications: |
|
- Graduation with a Bachelor’s degree from an accredited college or university with major course work in a field related to Business Administration, or Accounting, plus four (4) years of experience in a professional/administrative capacity, including one (1) year in a supervisory capacity.
- Any combination of related Education and Experience may be substituted.

Licenses and Certifications Required: |
|
Certified Payroll Professional designation, CPP, preferred.
|
