Purpose: |

Under limited supervision, performs engineering, technical, and regulatory compliance work in support of Austin Energy's Electric Grid Supervisory Control & Data Acquisition/Energy Management System (SCADA/EMS), Advanced Distribution Management System (ADMS), Electric Systems workgroups and supporting technologies. |
Duties, Functions and Responsibilities: |
|
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Supports 24/7 real-time control system integrity for the Transmission and Distribution SCADA Systems and their network and system infrastructures.
- Performs daily operation and maintenance of the Electric Grid SCADA (EMS and ADMS) control systems and their network and system infrastructures.
- Researches, performs, and documents sample data analysis utilizing system logs and historical data from ICS (Industrial Control Systems) utilizing Standardized Quality Processes.
- Implements NERC, FERC and ERCOT Reliability standards including critical infrastructure protection (CIP) standards. Ensures compliance with applicable NERC standards with security controls.
- Performs engineering analysis, configuration, troubleshooting, and quality control of ICS and network equipment.
- Coordinates and communicates with system operations, dispatchers, engineers, and field crews to troubleshoot any EMS/ADMS or Network system issues.
- Coordinates and analyzes technical information for use of internal and external customers.
- Develops and implements System enhancements or modifications requested by stakeholders.
- Communicate activity status to customers and management when performing daily work activities.
- Reviews, performs, and documents assigned compliance program related activities.
- Participates and implements major project telemetry changes in ICS and supporting systems within a team environment.
- Implements vendor security patches, system issue fixes, and OS patches in all related ICS.
- Assists in conducting technical consultation on complex system issues, preparation for audits, and the development of training materials.

Knowledge, Skills, and Abilities: |
|
Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
- Knowledge of North American Electric Reliability Council (NERC), the Federal Energy Regulatory Commission (FERC), and the Electric Reliability Council of Texas (ERCOT) and the requirements imposed by these entities.
- Knowledge of power systems and control systems within an electrical utility for transmission and distribution.
- Knowledge of NERC/CIP (Critical Infrastructure Protection) Standards.
- Knowledge of hardware, software, and network infrastructure including the TCP/IP Network and the 7 Layer OSI Model.
- Knowledge of various ICS (Industrial Control System) communication protocols and data visualization tools or HMI.
- Knowledge of Electric Grid Modernization/Optimization or Distribution Automation (Smart Grid).
- Skill in organizing and executing multiple tasks effectively and efficiently.
- Skill in adapting and learning third party software tools for ICS (Industrial Control System).
- Skill in operating Windows OS client and Microsoft Office Suite.
- Ability to understand and interpret complex database design.
- Ability to follow ISO 9001 or other Quality Standardized Processes.
- Ability to perform guided systems testing of specification requirements.
- Ability to effectively participate in multiple projects or project capacities in a team environment.
- Ability to work in a 24/7 environment and response within adequate time.
- Ability to establish and maintain effective communication and working relationships with city employees and the public.
- Ability to coordinate NERC/CIP (Critical Infrastructure Protection) standards compliance program tasks.
- Ability to understand and use standard application development design, report, and project management tools.

Minimum Qualifications: |
|
- Graduation with a Bachelor’s degree from an accredited college or university with major course work in a field related to the job with (3) years of experience in a field related to the electric utility industry or Information Technology (IT) or Industrial Control System (ICS) design or control system operations.
- Experience may substitute for education up to four (4) years.
