Purpose: |

Under general direction, administer and coordinate activities of an assigned public health program area of the Health department. |
Duties, Functions and Responsibilities: |
|
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Plan goals, objectives, and performance indicators of assigned programs.
- Develop policies and procedures necessary to carry out assigned programs.
- Evaluate programs to determine compliance with Federal, State, local and departmental regulations.
- Observe efficiency and effectiveness of program operations, and make recommendations concerning improvements.
- Develop and conduct orientation and training sessions for program staff.
- Assess program personnel needs and recommend and justify staffing patterns.
- Assess program financial needs and collaborate in budget preparations.
- Provide consultation and technical assistance related to assigned program area to other agency and institutional programs.
- Promote assigned programs through the media and public meetings.
- Maintain current knowledge of assigned program areas by reviewing relevant publications, documents and correspondence and by attending in-house, local and state meeting or conferences as needed.
- Investigate specific client or community complaints regarding assigned programs.
- Assist in research, special studies, and preparation of legislation.
- Provide some direct services to clients within assigned area. Coordinate division/section activities with other departments

- Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal

Knowledge, Skills, and Abilities: |
|
Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
- Knowledge of the area of specialization.
- Knowledge of current principles and practices of planning and program implementation, organization and administration of public health programs, program monitoring and policy analysis.
- Skill in communicating effectively orally and in writing.
- Skill in establishing effective and constructive working relationships with departmental personnel, community leaders, and the general public.
- Skill in providing vision and leadership in the proactive development of needed services

Minimum Qualifications: |
|
- Graduation from an accredited school of nursing plus five (5) years experience in a field related to hospital or public health nursing experience, two (2) years of which were in a unit supervising nursing capacity.

Licenses and Certifications Required: |
|
- License to practice nursing in the State of Texas.
- Must have current healthcare provider Cardiopulmonary Resuscitation (CPR) course completion card and will be required to maintain a current certification during employment
